On 12/06/2023 Licensing Program Analyst (LPA) Lisa Clayton and LPA Jillinda Chandler made an unannounced visit to the University Parent’s Nursery School – UPNS CCC for the purpose of conducting a case management - licensee Initiated visit to add a toddler option to the existing preschool license. LPA Clayton was greeted by Rachel Graves, Director.

The licensee is requesting to keep the current capacity of 60. The licensee plans to accomplish this by utilizing the Kittens room (room 9) for the Toddlers (ages 18 months – 36 months), and the Kangaroo (room 8) and Dolphins (room 7) for the Preschool (ages 2 – 5 years).

There is an approved fire clearance on file, conducted by inspector Jamie Ellazar of the UCLA Fire Department. All rooms were inspected, and measurements were taken indoors and outdoors.

The following was observed:
All classrooms have age-appropriate furniture and toys

The bathroom for the Toddler component is located in the classroom. LPA observed 2 toilets and 2 sinks, both operable. Classroom #9 has a changing table, within arm’s reach of a sink

The bathroom for the preschool children is located between classroom 7 and classroom 8, with 4 toilets, and 4 sinks, all operable.

The outdoor space was inspected, and LPA observed age-appropriate furniture and toys, free of hazards and debris. The outdoor areas were measured as follows:

Toddler yard: measured 1925.858 sq. feet which will accommodate the applicants request

Preschool yard: measured 3752.779 sq. feet which will accommodate the applicants request

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Based on LPA Clayton and LPA Chandlers inspections and observations, the application for 20 Toddlers and 40 Preschool children is recommended for licensure, pending manager approval.

Exit interview conducted and report was reviewed with Director Rachel Graves. A notice of site visit was given and must remain posted for 30 days.
