Licensing Program Analyst (LPA) Roberto Luque Avila conducted an unannounced annual inspection to the above facility on 10/4/2024. LPA arrived at the facility at 9:00AM, identified self and met with Shaunte Taylor, Licensee who guided analyst on a tour of the facility. LPA provided Licensee with a copy of the LIC 126 Entrance Checklist to help facilitate the inspection. LPA observed 2 children 1 staff (Licensee) upon arrival. Per Licensee, operation hours are 7:45AM to 5PM. There are 8 children that are currently enrolled.

The licensee is observed to be operating within the license capacity limitations.

Earthquake Preparedness, Parent’s Rights Poster and the Facility License were observed to be posted.

This is a one-story home which consists of 3 bedrooms, 2 bathrooms, kitchen, dining room, living room, detached garage in the backyard, front yard and fenced backyard. The backyard is accessed by a stair way with a gate on the bottom. The children use the bathroom in bedroom. The restroom that children use was observed to be safe and sanitary. LPA observed that there is a fireplace in the living room, and it is blocked off with a dresser. Per Licensee, areas off limits to children: Bedroom #1 and #2 and restroom #1, these areas are made inaccessible by a child safety gate and a locked door in bedroom #3.

The licensee does not provide lunch to children in care and lunch boxes were labeled. Licensee provides breakfast and snacks.

All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. There is telephone service via a landline and cellphone that is used in the facility. There is ventilation and heating (central air). Safe toys, play equipment and materials were observed.

Detergents and cleaning compounds which could pose a danger to children were observed to be accessible to children. In the laundry room there were detergents and cleaning supplies located on top of the washer/dryer. Licensee was not in compliance per Title 22 102417(g)(4). The licensee removed all detergents and cleaning supplies, correcting the deficiency at the time of visit. Technical Violation issued.

The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on 12/7/2024, as indicated on service tag. Smoke detector in bedroom #3 and carbon monoxide detectors in the living room and were tested and are operable.

All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill documented was conducted on 9/25/2024.

Licensee states that there are no firearms stored in the home.

Licensee states that they are not currently caring for infants.

LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs, Trampolines and/or any other item that fall into these categories are not permitted in a family child care facility.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA did not observe any children left in parked vehicles. Car seats shall only be used for transportation. LPA did not observe any children sleeping in car seats.

The licensee has completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 9/7/2025. There are first aid supplies available.

LPA observed that the Licensee had proof of the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file.

The licensee has proof of immunization against influenza, pertussis, and measles. TB Clearance was also provided at the time of visit.

Children’s records were reviewed, including emergency information and were observed to be completed.

There are pets on the premises to include a turtle in a cage, chickens in a coop and a dog that is in the yard and is supervised by licensee when conducting outdoor activities. Parents are aware there is a dog in the property.

LPA observed a streaming pond in the backyard that is filled with rocks that does not pose a danger to children in care.

Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA advised that if a child shows signs of illness he/she/they shall be separated from other children. During the visit Child #1 had a runny nose and was observed watching a child program on a laptop side by side/ shoulder to shoulder to Child #2. At this time Licensee was not in compliance with Title 22 Section 102417(e) Operation of a Family Child Care Home, when a child shows signs of illness he/she shall be separated from other children and the nature of the illness determined. Licensee then separated the children and called mother to pick up Child 1. Child 1 was picked up at 11:30AM, correcting the deficiency at the time of visit. Technical violation issued.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA advised the Applicant to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov LPA provided the following documents about SIDS: A Child Care Provider’s Guide to Safe Sleep from the American Academy of Pediatrics, Helping You to Reduce the Risk of SIDS, Never Shake a Baby, and Safe Sleeping practices.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

At this time there was no citations issued. Two Technical Violations were addressed.

A notice of site visit was given and must remain posted for 30 days.

During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
