On 8/25/2025 Licensing Program Analyst (LPA) Judy Laureano arrived at above mentioned facility for the purpose of delivering findings for the above mentioned allegations. LPA was greeted by Loir Laughner who took LPA on a tour. LPA observed and inspected all preschool classrooms. During the inspection 17 children and 4 staff members were providing care and supervision.

On 6/23/2025 LPA initiated the complaint investigation. LPA met with Director and observed 15 children with 3 adults providing care and supervision. During the inspection, LPA requested and reviewed the following: children’s roster, staff roster, parent handbook, copies of incident reports/ ouchie reports for the month of April/May. Investigative interviews were initiated.

On 8/25/2025, all investigative interviews were completed.

Based on review of relevant documents and interviews with parents, staff and children, no information was disclosed that facility staff handled day care child in a rough manner and/or that lack of supervision resulted in child sustaining a scratch.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove that the above allegations did or did not occur. Therefore, the allegations are found to be unsubstantiated.

Exit interview conducted and report was reviewed with Facility Director Lori Laughner. A notice of site visit was given and must remain posted for 30 days.
