25 | On 06/17/2026, Licensing Program Analyst (LPA) Cristina Castellanos conducted an unannounced case management - Lead Testing/Exceedance visit. LPA was greeted by staff member 1 and granted entry into the facility. LPA explained the purpose of the visit and toured the facility. Shortly thereafter at approximately 12:55pm Director Tia Belt-Brown arrived at the facility. There were 2 staff members, and 6 children present during today’s inspection.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 requires all licensed Child Care Centers (CCC’s) constructed before January 1, 2010, to test their drinking water for lead contamination between January 1, 2020, and January 1, 2023, and then every five years after the date of the first test.
Community Care Licensing was notified that lead water testing conducted at the facility on 02/26/2026 exceeded allowable limit for lead. Samples testing over 5.5 ppb/ug L and above is considered an exceedance. The Purpose of today’s visit is to follow up lead testing results of Action Level Exceedances (ALE) and conduct an inspection.
Facility provided LPA copies of relevant electronic documents to the lead testing, Enthalpy Analytical Result Summary for 555157, photos of the sink faucets & drinking fountains identified, estimate details and Invoice for description of work. LPA Castellanos took pictures of the sink faucet and drinking fountain in classrooms 8, 9, & 10.
The facility has been identified to have 2 Sink Faucets (“B”-Room 10 & “F”-Room 8) and 1 Drinking Fountain (“E”-Room 8) with an Action Level Exceedance (ALE) in the amount of lead in water being 5.5 ppb, or greater. LPA confirmed with director Tia Belt- Brown the following sink faucets “B” & “F” and drinking fountain “E”, identified as exceedance of lead and shall remain inoperable until retested.
