On 12/19/2025, Licensing Program Analyst (LPA) Dawn Dowling conducted an unannounced visit to deliver the findings regarding the above mentioned allegations. LPA was greeted by Licensee Carol Massey. Also present was Licensee's Assistant/Daughter. At the time of the visit, a census was taken and there were 2 children present being supervised by 2 staff.

Per Licensee the hours of operation are Monday through Friday 06:00 am to 7:00 pm, on Saturdays 9:00 am to 7:00 pm ,licensee hours vary as licensee accommodates hours based on parents schedule.

During the course of the investigation LPA Dowling made observations, obtained documentation in the form of children’s roster, LIC 700- Identification and Emergency Information Child Care Center/Family Child Care Homes, photographs, conducted interviews with Licensee, staff, parents and Reporting Party in regards to the above allegations.

Pertaining to the allegation that "Staff did not allow parent to retrieve infant from the facility."

LPA obtained the LIC 700 Identification and Emergency Information Child Care Centers/Family Child Care Homes which shows Reporting Party (RP) was not an authorized person to take child from the facility/home.

Pertaining to the allegation that "Staff did not ensure that infant's diapering needs were met."

According to assistant, the facility follows a diapering schedule with diaper changes occurring every two hours, or as needed if child soils themselves within the 2 hour time frame.

Parent interviews did not have any concerns with diapering needs. No disclosures were made during interviews .LPA made observations on 10/09/2025 of assistant changing children in care during diaper changing time, using disposable changing pads and wiping down changing table with disinfected wipes.

Pertaining to the allegation that "Staff did not report child's condition to appropriate parties."

Parent interviews did not have any concerns with licensee reporting child's conditions or behaviors. No disclosure were made.

Therefore, based upon observations and interviews conducted the allegations above have been determined to be Unsubstantiated. The allegation may have happened or is valid, but there is not a preponderance of the evidence to prove that the alleged violations occurred.

Notice of Site visit was given and must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
