On 02/24/2025 Licensing Program Analyst (LPA), Tyra Chavies conducted an unannounced Annual Required Inspection to the facility to ensure the health and safety standards as required governing California Family Child Care Homes (FCCH). Present at the time of inspection is Licensee, Caterina Minter, assistant Linda Foster and licensee's husband Gilbert Minter. During the time of the inspection, LPA observed 5 children and 3 staff members providing supervision. Licensee's states hours of operation for the FCCH are Monday- Saturday 6:00 AM-6:00 PM. LPA Chavies verified the facility phone number is (310) 514-8281 and verified the email address: ctikity@aol.com.

LPA toured the home inside and outside. This home has 3 bedrooms, 3 bathrooms, living/dining  room, open kitchen, family room, front and backyard and a detached garage. Bedrooms 1, 2 and 3, front yard and Master Bathroom, bathroom 2 and detached garage are off limits. The following areas will be accessible to children in care: living room/ dining room (for eating and homework), family room ( Play room/sleeping area) Bathroom 1 and the backyard. Parents, children and assistant enter through the side door which is located in kitchen. LPA Chavies observed age-appropriate toys and books at the time of inspection in the primary care area. LPA observed backyard area. The surface of the outdoor activity space is maintained in a safe condition and has age appropriate toys. Licensee will ensure that children in care are being supervised at all times when conducting outdoor play. Licensee was reminded that car seats are used for transportation purposes only and

are not used for sleeping children. There are no weapons or firearms on premises. Per the licensee, there are no bodies of water or pools on the premises. Licensee has verified that there are 3 dogs on the side of the house and there are 12 chickens in the front yard which are also inaccessible. The food preparation area and storage areas are clean and in sanitary condition. Drinking water is available both indoors and outdoors. The facility has a smoke and carbon monoxide detector. LPA verified that the fire alarm is hooked up throughout the entire home. LPA inspected and verified that there is a 2A10BC fire extinguisher.

POSTING REQUIREMENTS:
 License and other relevant notices are visible for public view and correctly posted on the wall. Fire and disaster drills are being conducted as scheduled every six months.

File Review:
LPA reviewed 3 children files and observed that files are complete with all the necessary LIC forms. LPA Chavies did advise licensee that each child must have their own separate forms even if they live in the same house. One of more children are missing immunization records.

LPA reviewed 3 staff files including licensee's.  Licensee's and both assistant mandated Reporter Training are missing. One or more of the employee's has a Pediatric First Aid and CPR that has expired.

Immunizations
Commencing September 1, 2016, SB 792, prohibits a person from being employed or volunteering at a childcare facility or family day care if he or she has not been immunized against influenza, pertussis and measles. LPA discussed the influenza waiver during the inspection. 
Criminal Record Clearance - Family Child Care Homes
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Safe Sleep - Child Care Centers and Family Child Care Homes
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
MyChildCarePlan.org – Centers and Family Child Care Homes
Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Appeal Process
A licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment..

Per Title 22, of the California Code of Regulations, the following Type B and Technical Violation were discussed. (See LIC 809 D and LIC 9102)

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the licensee, Caterina Minter.
