25 | On October 20, 2025, LPA Villa amended the report to reflect the non-immediate exclusion status.
On October 2, 2025, at 9:15 a.m., Licensing Program Analyst (LPA) Annelise Villa conducted an unannounced case management inspection to deliver a Non-Immediate Exclusion Order for Leydy Elena Casteneda-Esparza. Upon arrival, LPA Villa met with Director Amy Curtis, who guided LPA on a tour of the facility. LPA observed 6 infants in care and 4 staff members, including director, working under the license.
During the inspection, LPA Villa explained the details of the Immediate Exclusion Order and the associated appeal rights. The Department has determined Leydy Elena Casteneda-Esparza's continued or future contact with clients, or their presence at any child day care center or any facility licensed by the California Department of Social Services, poses a threat to the health and safety of clients in care.
The licensee stated that Leydy Elena Casteneda-Esparza has not been present at the facility since
December 8, 2024, and acknowledged understanding of the Immediate Exclusion Order.
The licensee was provided with a copy of the Individual Immediate Exclusion Order to be delivered to Leydy Elena Casteneda-Esparza, which applies to all State licensed facilities.
A copy of this report must remain available to the public at the facility for a period of three (3) years.
An exit interview was conducted. The licensee was provided with a Notice of Site Visit and a copy of this report.
