1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 7/7/2023 Licensing Program Analyst (LPA) Jillinda Chandler, made an announced visit to the Allies For Child, Inc. preschool; for the purpose of conducting a case management - licensee Initiated visit. The licensee is requesting to decrease their current preschool program's capacity from 115 to 99. The licensee plans to accomplish the decrease by decreasing the preschools classrooms from 6 (rms 4- 9) to 5 (rms 5-9). There is an approved fire clearance on file, conducted by inspector Man Sivaborvorn of the L.A. City Fire Department, Institution Unit. All rooms were inspected, and measurements were taken indoors and outdoors. The following was observed: Measurements for the indoor activity space measured: 3705.54 sq. ft. divided by 35 sq. ft. per child for a total of 105 children. Total toilets 8; 1 per 15 children = 120 Total sinks 12; 1 per 15 children = 180 LPA observed benches for resting and shade sail for shade. LPA did not observe any hazardous condition in these area Measurements for the outdoor activity space was: 8758.51 divided by 75 sq. ft.= 116 children.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four

LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.
LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Based on observations and measurement the facility shall be recommended for an decrease from 115 preschool children to; 60 toddlers and 39 preschool children, pending approval of an :Outdoor Activity Space Waiver. Licensee is requesting a waiver of Title 22, section 101216.4(2): Preschool with a toddler option:The toddler program shall be conducted in areas physically separate from those used by older or younger children. Space planning and usage for the toddler component shall be governed by the provisions of Section 101438.3. Plans to alternate use of outdoor play space must be approved by the Department.
Licensee is requesting to share the infant yard with the preschool's toddler component.

A notice of site visit was given and must remain posted for 30 days.
