25 | Licensing Program Analyst (LPA), Keyona Scott, conducted an unannounced Case Management inspection to the Child Development Center on 02/06/2025 at 2:41 PM to obtain additional details regarding the unusual incidents reported to the El Segundo Child Care Regional Office on 01/31/2025. LPA met with Director Marcella McKnight and was guided on a tour of the facility. LPA observed proper teacher to infant ratios. All Adults present, working or volunteering at facility have a criminal record clearance or exemption.
LPA was advised that there were two facility closures that took place on 01/27/2025 and 01/28/2025.
On 01/27/2025, facility Director became aware that there was a power outage that affected the facility as well as the college campus that the child care center is located on. At the time of the incident, there were no children present at the facility and parents were notified via electronic communication at 7:10 AM on 01/27/2025 and that facility will be closed and scheduled to reopen on 01/28/2025. Parents received follow-up electronic notification on 01/27/2025 at 7:33 AM of facility closure until 01/28/2025.
On 01/28/2025, facility Director was notified by campus Sheriff officers of a threat made against one of the educational schools on the college campus and entire campus was placed on lockdown. Parents were notified via electronic communication on 01/28/2025 and informed of pickup instructions at 11:29 AM. Per Director, last child was picked up 2:40 PM. On 01/28/2025 at 2:45 PM, Director received email communication from the college campus of all clear and the threat was unsubstantiated.
On 01/29/2025 at 8:30 AM, Facility Director was notified of threat made to college campus. Children were present and facility was placed on lockdown. Campus Sheriff's secured campus and did not allow entry or exit from campus. Parents were notified via electronic notification on 01/29/2025 at 8:52 AM. On 01/29/2025 at 10:21 AM, parents were notified Sheriff's issued all clear, campus no longer on lockdown and to resume to normal schedule. Per Director, children who were present at the time of lockdown remained in care and children who were not present did not attend care for the day. PAGE 1 |
