On 12/13/24 Licensing Program Analyst (LPA) Portia Bowden conducted an unannounced Annual Inspection at the above facility. At 1:15PM LPA met with Brenda Broome Licensee. LPA provided LIC 126 Entrance checklist, and was guided on a tour of the home. LPA observed 1 child napping in care during inspection. Per Licensee, hours of operation are 630AM-6PM Monday- Friday. Per Licensee there are 4 children currently enrolled. Per licensee there are no children in care requiring incidental medical services in care. Licensee provides breakfast, AM Snack, Lunch and a PM Snack. Per Licensee outside food is not permitted. Per licensee, overnight care is not provided at this time while transportation to and from school is provided. LPA observed all appropriate documents on licensing board (Facility License (LIC 203), Emergency Disaster Plan (LIC610a), Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040). LPA did not observe an emergency drill log, per licensee she is conducted emergency drills every 6 months with the last one in 8/2024. LPA observed Licensee current Pediatric CPR (Adult/Child/infant) and Pediatric Adult/child First Aid certifications with an expiration date of 8/26 LPA did not observe licensee’s current Mandated Reporter Certificate. Per Licensee she is unable to locate document for herself. A type B Deficiency will be issued. LPA observed Assistant Asia's Current Pediatric First/AID CPR Certificate with an expiration date of 8/25 and a current Mandated Reporter Certificate with an expiration date of 7/26


Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. This is a single-story home consisting of three bedrooms, two bathrooms, living room, kitchen, Den (Main Daycare room) enclosed backyard and detached garage. Per Licensee areas used by the children include the living room, Den (Main daycare room) one bathroom located in hallway right outside Den, one bedroom, enclosed backyard. Per Licensee, areas off limits to children and parents include: two bedrooms (locked), One bathroom, and detached garage (Locked).

At 1:30PM LPA observed a sealed package of laundry detergent pods located in a box on top of the laundry machine located off the kitchen inaccessible to children in care. Per Licensee there are no other poisons in the home. LPA explained to licensee that poisons must be stored in a locked cabinet not just inaccessible to children in care. Licensee moved the detergent pods to the highest shelf in the cabinet and will place a safety latch there. A technical violation will be issued. Detergents, cleaning compounds are kept in the same cabinet, inaccessible to children in care. Per licensee medication is stored in an off limit bedroom. At 1:35PM LPA observed a fully charged 2A10BC fire extinguisher on the kitchen wall with a service tag date of 12/23. Per Licensee she will have it serviced. A type B Deficiency will be issued. At 1:30PM LPA observed a functioning combination smoke/carbon monoxide detector on the ceiling in the hallway outside the daycare bedroom. The home was observed to have ventilation and heating for safety and comfort. LPA observed a fireplace in the living room properly barricaded and inaccessible to children in care. LPA observed a wall heater in the Den (Main daycare Area) properly barricaded and inaccessible to children in the home. The home maintains telephone service via cell phone. Per licensee there are no firearms on the premises.

LPA observed adequate toys and age appropriate learning materials in the Den, as well as thick mats and cots for sleeping. Per Licensee all sheets and blankets are washed by Licensee weekly and as needed.

Kitchen area was observed to be clean and free of clutter and have no sharp objects or chemical compounds accessible to children in care. LPA observed kitchen knives to be stored on the kitchen counter pushed all the way to the rear, inaccessible to children in care. Per Licensee no children in care have food allergies. Bathroom children use located in the hallway next to the Den, was observed to be clean and free of hazards. Per licensee potty training is provided. LPA observed a child’s potty for children’s use

Enclosed backyard is used for outdoor play. LPA observed age appropriate toys, scooters and proper cushioning.

Staff records were reviewed and observed to be incomplete missing mandated reporter certificate. LPA reviewed 2 children’s file and observed them to be complete.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, Licensee Brenda Broome, confirmed there are no Registered Sex Offenders living in the home. LPA completed the RSO profile in FAS.
