On 12/20/2023 at 9:00 a.m. Licensing Program Analyst (LPA) Doris Whitmore conducted an unannounced Visit. LPA provided Licensee with the purpose of the visit. LPA met with Licensee Lorna Kraus and Co-Licensee Edward Kraus. LPA toured the inside and outside of the home. LPA observed the home to be clean, safe, orderly, and well ventilated. There were 2 children present at the time of inspection with 1 assistant the Co-Licensee husband. The operating hours are Monday thru Friday 7:30am to 5:30pm hours.LPA observed the single-story home to have a living room, dining room, kitchen, 4 bedrooms and 2 bathrooms. The home has a detached garage. The Licensee utilizes the great room. and one bathroom as the day-care. The Great room is used for napping. The children use cots in the great room when they are napping. The children use the bathroom located towards the front of the home by the front door. The great room used for daily activities. The children use age-appropriate tables and chairs. The children eat meals in the Great Room. The parents enter the home from the front door entrance. LPA observed age-appropriate toys and equipment for the children. Licensee states that there are no weapons, pets, or bodies of water. LPA did not observe any weapons, pets, or bodies of water The kitchen area and bathroom was inspected for proper storage of chemicals, detergents, cleaning compounds, medications, and sharp pointed objects. All items were made inaccessible to children. Kitchen cabinets were made inaccessible to children in care with locks. LPA observed All electrical outlets with protective covers. There was a working carbon monoxide and smoke detector. LPA observed a working Fire Extinguisher 2-A-10B C and a fully stocked First Aid Kit. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated and in good condition. Licensee stated the house has central Heat/Air. The fireplace is properly screened and is inaccessible to the children. LPA inspected the outside area and observed age-appropriate toys. The outside area has a brick wall and a white gate.LPA was able to read the previous report regarding deficiencies and the items to be corrected from 02/14/2020. LPA was able to view First Aid and CPR and not the required documentation. Some of the required documentation that LPA Whitmore was asking for Licensee did not have a current Mandated Reporter Training Certificate.

The other documentation Licensee did not have a copy but was submitted at previous visit.LPA Whitmore shared the importance of keeping all documents in a folder. LPA reviewed the children’s files and informed the licensee all documentation must be fully completed. Licensee conducted a fire drill at the time of the visit and documented the fire drill. At the time of the visit Licensee did not have any infants in care. LPA shared all information on the Care Tool as it related to infants and safe sleep. LPA Whitmore shared with the Licensee the Entrance Checklist for Family Child Care Homes.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: https://www.ada.gov/resources/child-care-centers/. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE Kraus confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days.
