13 | On 04/19/2022, LPA Clayton conducted an un-announced visit to deliver the findings of the above allegations. LPA was greeted by Sung Hee Yun, Principal and Paul Yun Administrative Assistant. Also present were 7 teachers and 65 children in care.
LPA toured the facility for Health & Safety inspection, and observed children being handled and supervised appropriately.
It was alleged that the staff speak inappropriately and bullies the children in care. In addition, it was alleged that the facility is operating beyond the terms and conditions of the license. During the investigation, disclosures were made that the staff does in fact yell at children, as well as use discipline that has been determined to be humiliating. It was also determined that the facility was operating beyond the scope of the license by providing care for more than 24 hours. Based on the information obtained and interviews conducted, the preponderance of evidence standard has been met, therefore, the allegations of PERSONAL RIGHTS are being SUBSTANTIATED. California Code of Regulation, Title 22, 101223(a)(1)(3) being cited on the attached LIC9099D(s).
