On 5/28/2026, Licensing Program Analyst (LPA) Devon Carus conducted a complaint subsequent visit regarding the above-mentioned allegations to deliver the findings. Upon arrival, LPA met with Theresa Hermanns-Scott, Licensee. LPA explained the purpose of the inspection. LPA toured the facility and observed 22 children & 4 staff.

On 3/25/2026, Licensing Program Analyst (LPA) Devon Carus conducted a complaint initial visit regarding the above-mentioned allegations. LPA met with Theresa Hermanns-Scott, Licensee. LPA explained the purpose of the inspection. LPA toured the facility indoors and outdoors, and observed 27 children in care. LPA Carus conducted an interview with the Administrator/ Licensee, 3 teachers, and 6 children/ students. Additionally, LPA requested a copy of the facility roster.

On 5/8/2026, and 5/11/2026 Licensing Program Analyst (LPA) Devon Carus conducted additional interviews that included parents of children enrolled at the preschool.

Based on observations, interviews and evidence received during the investigation, the allegations are unsubstantiated. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the above alleged violations did or did not occur.

Exit interview was conducted and a copy of the report was provided. Appeal rights were reviewed and provided.
