On 10/31/2023 Licensing Program Analyst (LPA) Doris Whitmore made an unannounced visit for the purpose of conducting a required I year inspection. LPA met with Director Tina Blackburn and toured the facility indoors and outdoors. LPA observed proper care and supervision during this inspection. LPA observed a total of 2 children and 3 staff present at the time of the inspection. All center staff that was present during today’s visit has criminal record clearances and are associated to the designated license number. LPA observed Teacher child ratios. The hours of operation are Monday- Friday from:7:00a.m. to 5:00p.m There is a total of 2 classrooms only 1 classroom is currently being used.LPA observed all postings requirements for operation on the postings board LIC203A- License, LIC610A-Emergency Disaster Plan, LIC9148- Earthquake Preparedness Checklist, PUB394-Notification of Parents Rights Poster, LIC613A- Personal Rights, PUB-269- Car Seat Law, Menus, Activity Schedule, Roster. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. No poisons were accessible to children Licensee understands that all poisons are required to be locked.
LPA inspected the furniture and equipment for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. Storage for children's belongings, isolation area was inspected and is in the office. Age-appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, paper towels, area safety and sanitation. All classrooms have trash can with tight lids, first aid supplies, smoke detectors; carbon monoxide/fire extinguishers were observed. Director tested Carbon Monoxide and smoke detectors which was working properly. There was one smoke detector Director pushed the button and would not come in. In the classroom there was one working smoke dectector. The facility was observed to be free flies, other insects, and rodents. Facility has an first aid kit fully stocked however missing a pair of scissors. The other first id kit is located in a red backpack which is an emergency kit. LPA was able to review the Sign in Sheets on an App that the families use to sign their children in. The Director explained the App in details. The Name of the App is the Playground App. Facility just started using the App. LPA was able to review the Fire Drill Log last Fire drill was October 20, 2023. LPA observed water dispenser in the classrooms. When children go out doors the teachers take water outside.

Napping equipment and bedding were inspected for good condition, appropriate storage, and cleanliness. Storage for children's belongings was inspected. Parents bring the blankets for their children. The facility provides the sheets. Parents take the blankets home every Friday and bring them back on Monday. The Sheets are washed once a week. The facility has a washer and dryer and sheets are washed at the facility.

Meals are provided by the facility and a menu was observed posted at the facility. LPA observed food storage room was found to be organized and very clean.

Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. care. All areas around or under high climbing equipment, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. There is a fence around the playground with plenty of benches for the children to sit. LPA reviewed a total of only 2 files of the children that are currently enrolled. Children files had all required documentation and were very organized. LPA reviewed a total of 3 staff files that were reviwed all staff had current Mandated Reporter Certificates and first aid. Staff files were very organized and had all required documentation.

Tina was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Director was not sure if lead testing was done at the facility. LPA Whitmore provided the Director Tina with the Pin 21-21 and Frequently asked questions.LPA discussed the safe sleep regulations with Tina and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any .

Tina was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Exit interview conducted and report was reviewed with the licensee Tina. There were no deficiencies A notice of site visit was given and must remain posted for 30 days.
