On 1/13/2025, Licensing Program Analyst (LPA) Carol Heath conducted an unannounced annual inspection at Arnold Family Child Care. Upon arrival, LPA Heath was greeted by the licensee, Shirlet Arnold, who provided a facility tour. The home is occupied by four adults (the licensee, the licensee's husband, and the licensee's two daughters) and one minor child (10 years old, grandson).
The licensee's assistants were present during this inspection, and 5 childcare children were present (1 infants and 4 preschool age children) and licensee was in the room sleeping due to the illness. Per the licensee, the hours of operation are Monday through Friday, 6:00 a.m. to 6:00 p.m. Incidental Medical Services (IMS) were discussed. Per the licensee, she does not have children who need IMS at this time.
The home is set up as follows:
This is a two story house with four bedrooms, three bathrooms, a living room, a family room, a dining room, a kitchen, a laundry room area, and a garage. No pool, spa, or body of water is on the premises. The home was inspected for safety, comfort, cleanliness, telephone service, and ventilation. It has central heating and air conditioning, and all windows have screens free of cracks, bugs, and debris.
Main Area: The childcare is provided in the living and dining rooms. Children can access the kitchen and backyard. Off-limits areas include all bedrooms, bathrooms #2 and #3 (upstairs), the family room, the laundry room, and the garage.

Living/Dining Room: LPA observed age-appropriate toys and furniture in the designated childcare areas. There is a child-size furniture and several plastic storage bins containing games and toys for the children. The facility also has games and books available. Mats with educational and learning activities are on the floor and were noted to be in good condition. An adult-size couch is present, and a TV is used to play educational videos for the children.
Children's Bathroom (#1): The children’s bathroom is near the living room. LPA observed that the toilet and faucets are clean and operable. LPA reminded the licensee, the medication cabinet needs to be free of medications or personal items. The bathroom was found to be clear of any hazardous items.
Kitchen: The kitchen was inspected for safety, and it was noted that hazardous items are kept out of children's reach with child safety latches. Sharp utensils, poisons, and medications are not accessible to children, and sharp knives are stored in a butcher block.
Backyard: The backyard was inspected; The children use the outside backyard for outside play. The backyard is gated all around. The outdoor play area was observed to be free of hazards and loose and sharp parts. LPA observed a grass and concrete area for active play. LPA suggested the licensee to move the playhouse away from the gate to avoid the climbing.
Additional Information:
Bodies of water: According to the licensees, there were no bodies of water in the home.
An AC/Heating unit is located on the right side of the home and is inaccessible to children, with barrels blocking access. All unused electrical outlets are plugged and inaccessible to children. The licensees enrolled in the food program. They will provide breakfast, lunch, and snacks. A required fire extinguisher (2A10BC) was observed in the kitchen. It is reading in the green zone, inaccessible to children, and meets standards established by the State Fire Marshal.

A electric fireplace in the living room with glass and inaccessible to children. All window blind cords are secured and inaccessible to children.
If a child shows signs of illness, they will be separated from other children. Detergents and cleaning compounds are stored in the garage with safey doorknob. The medications are kept in an off-limits pantry. Children will nap under adult supervision in designated areas like the
living room. LPA observed 10 cots stored in the closet. The licensees do not provide overnight care. The home has a working landline or cell phone. All smoke detectors and carbon monoxide devices were tested and found to be operable. A fully stocked first aid kit, including a first aid manual, is stored in a key-locked closet and is inaccessible to children. The licensee does not provide transportation for the children. Per the licensees, there are no firearms at the facility. LPA did not observe any firearms.
Documentation Review:
Child Files: LPA reviewed 3 children's records. All forms were complete
Infant Sleeping Plan (LIC 9227) and Sleeping Log: There is a infant does not have LIC 9227 forms. The sleeping logs were in place following the Safe Sleep Regulation.
Staff Personnel File: During the inspection, LPA reviewed 1 staff file, which included LIC 508, LIC 9052, immunization records, a TB test, LIC 9108, Mandated Reporter Training, and CPR/First Aid certificates. All required documents were in place. Both Mandated Report Training and CPR/First Aid are due 1/2025. The licensee will email the certification to LPA.
Immunization Records: The licensee and her assistant have up-to-date immunizations for MMR and DTaP, and both have submitted written statements declining the influenza vaccine.
CPR/First Aid: LPA verified that the licensee holds current Pediatric CPR and First Aid certifications, which expire on 5/2025. The licensee also completed one hour of nutrition training and eight hours of Preventive Health and Safety Training.

Mandated Reporter Training: The licensee completed the online mandated reporter training at www.mandatedreporterca.com, which expires on 1/2025.
Facility Fees: According to the Licensing Information System, the annual facility fees are current.
Fire/Disaster Drill: The licensee conducts fire and disaster drills every six months, with the last drill documented on 12/2/2024.
Required Postings: LPA observed that the licensee has the Facility License, Emergency Disaster Plan, and Parents' Rights Poster displayed as required. The licensee will need to post Earthquake Preparedness.
The following information was discussed with the licensee:
ü LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
ü Licensee [or facility representative] was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
