On 12/18/2024 Licensing Program Analyst (LPA) Tyra Chavies, conducted an unannounced 3 Year Required visit at KYCC children's Center. LPA met with Director Claudia Garcia and toured the facility indoors and outdoors. Days and hours of operation are Monday through Friday 8:00 AM to 5:30 PM. LPA Chavies confirmed the phone number is: (323)297-0038. There were 35 children in care being supervised by 7 Staff members. PM snacks are provided by the center as well as breakfast and lunch. There is currently Incidental Medical Services (IMS) been given at this time. LPA Chavies did advise director to place prescribed or over the counter medication in a separate bag and place expiration date and child's name on bag.

There are no bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. All poisons are kept in a locked storage area.

Willow and Maple classrooms are currently being used for child care. Aspen classroom had no children in the space during the visit. Indoor furniture and equipment are in good condition, free of sharp, loose and/or pointed parts. The facility floors, bathroom and classrooms meet Title 22 Health and Safety regulations. LPA observed cots for sleeping and bedding will be taken home every Friday for parents to wash and bring back to the classroom. LPA also observed age appropriate toys and books in primary care area. The surface of the outdoor activity space is maintained in good condition and is free of hazards.


LPA inspected and verified that there is a fire system connected throughout the facility. The facility does have a fire extinguisher which has an inspection date of October 31,2023 on the premises. Facility has one or more functioning carbon monoxide detectors. First Aid kit was observed. LPA Chavies advised director to have a classroom only first aid kit. Drinking water is available both indoors and outdoors and upon request. Lead testing has been done but was over the limit in February of 2023. In August 2023 lead was retested but is still out of compliance. Director, Glesteree Blades, stated the facility will re take the leading testing. 

POSTING REQUIREMENTS: License and other relevant notices are visible for public view and correctly posted on the wall (Facility Sketch, PUB 394, LIC 9148, LIC 610A). Fire and disaster drills are being conducted as scheduled every six months.

The following were also discussed with the director:
  • Individuals who are 18 years of age must obtain a criminal record clearance.  Individuals within one month of their 18th birthday must be fingerprinted immediately. Failure to obtain a criminal record background check clearances prior to initial presence in the facility will result in an immediate $500.00 dollar civil penalty and $100.00 more per day until licensee is in compliance 
  •  Commencing September 1st, 2016, prohibits a person from being employed or volunteering at a childcare facility or family day care if he or she has not been immunized against influenza, pertussis and measles.
  • New Immunization Requirement: Law enacted by SB 277, beginning January 1st, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into childcare or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.
  • New Appeal Process: A licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment.

Per Title 22, of the California Code of Regulations, the following Technical Violations were discussed. (See LIC 9102)

An exit interview was conducted with Director, Claudia Garcia and Glesteree Blades.
