On 11/14/2024, (Licensing Program Analyst) LPA Clayton conducted an unannounced visit to deliver the findings on the above allegation. LPA Clayton was greeted by Chantal Hayden, Director. LPA Clayton toured the CCC for a Health and Safety inspection and observed 26 children being supervised and cared for by 6 fingerprint cleared staff.

On 09/10/2024 LPA Clayton conducted an unannounced inspection where LPA Clayton advised licensee of the complaint allegations, toured the facility for a Health and Safety inspection and obtained a copy of the Childcare facility Roster.

LPA Clayton observed multiple fans throughout the CCC in attempts to cool the building. LPA Clayton suggested that licensee turn the thermostat to 70 degrees (she had it set a 40 degrees) and monitor it. Within a less than 10 minutes the temperature on the thermostat began to drop.

Licensee and the Director forwarded LPA Clayton photos of the thermostat every few days from September 13 thru October 14 and LPA Clayton observed the temperature to be between 77 – 78 degrees (photos added to the complaint file). The temperature at in the CCC has remained at that temperature consistently. Licensee brought in 4 portable AC units and placed them throughout the CCC to assist in maintaining a comfortable temperature for children in care.

In addition, Licensee forwarded LPA a copy of her correspondence with the contracted exterminator scheduled to service the CCC monthly and notice of treatment postings. The CCC also has a contracted cleaning company that comes every Monday, Wednesday and Friday, and on Tuesday and Thursday the staff clean their respective areas in the CCC, and the trash is taken outside throughout the day and at the end of the school day.


LPA Clayton conducted a full investigation, which included facility visits, parent and staff interviews, and document review.

Based on LPA's inspections, and observations the CCC owner and Director had system in place to keep the CCC at a comfortable temperature for children in care. The CCC Owner employs an exterminator company that comes monthly to address any bug issues and a cleaning company 3 days a week to keep the CCC clean.



The staff handled the incident in compliance with Title 22 Regulations and Health and Safety codes for Child Care Centers therefore above allegation(s) are found to be UNSUBSTANTIATED, meaning that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur.

Exit interview conducted and report was reviewed with Director Chantal Hayden. LPA Clayton posted a Notice of Site visit which is to remain posted for 30 days.
