On January 23, 2025 Licensing Program Analyst (LPA) Portia Bowden conducted an unannounced Annual Required Inspection at the above facility. LPA met with licensee, Gwendolyn Crews, explained the reason for visit, provided LIC 125 (Entrance Checklist) and was guided on a tour. Per Licensee, the facility operating hours are Monday through Friday from 7:30 AM – 4:00 PM. LPA observed all required documents on the facility licensing board (PUB 269, PUB 393, LIC 610, LIC 9224, LIC 613A).

This is an preschool program serving ages 2 to 6 years old, consisting of 2 classrooms and an outdoor play area. Also housed on the premises is an infant program under facility number 197415599. At 1:20PM, LPA observed 8 children in care. Per licensee there are 8 children enrolled. Capacity and limitations as specified on the license are being maintained. Per Licensee no children in care require Incidental Medical Services, Per licensee no children in care have food allergies. LPA reviewed sign in and out sheets and observed them to be complete.

The following was observed during the tour of the facility: furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. At 1:20PM LPA observed an operable Carbon monoxide detector and an inline fire system. Per licensee, Linens are washed by the facility as needed and once a week (Fridays). LPA observed 3 Age appropriate toilets and 2 age appropriate sinks in good repair in the baby land classroom. General sanitation was observed.
Per PIN 21-21-CCP lead testing to be conducted for all equipment used for drinking consumption. Per record review, LPA observed negative lead test results conduct on 7/2023.

Per licensee she mixes vinegar and water in a spray bottle as needed to disinfect facility. LPA observed Lysol wipes in a drawer behind off limit front desk area, inaccessible to children. Per licensee there are no poisons on the premises.

All kitchen, food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. LPA observed kitchen knives stored in a locked box on top of refrigerator, inaccessible to children in care. Per Licensee no outside food is permitted. Per Licensee, facility is not a part of the food program.

Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There is adequate shade in the play yard. Per Licensee children in care are not playing outdoors due to poor air quality from ongoing California wildfires. LPAs advised that no children shall be left without the supervision of a teacher at any time. All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic free. There are no firearms stored on the premises. There are no pools or bodies of water at the facility

LPAs Reviewed 2 staff files, and observed them to be complete. LPA observed Licensee’s CPR and Pediatric First Aid with EMSA with an expiration date of 2/25. LPA observed Licensee’s Current Mandated Reporter Certificate with an expiration date of 6/25 and Assistant Bobby Crew’s Current Mandated Reporter certificate with an expiration of 11/26.

The name of the child care center director or fully-qualified teacher(s) designated to act in the director’s absence has been reported to the Department. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. Exit interview conducted and report was reviewed with Licensee, Gwendolyn Crews. No deficiencies were cited during inspection. A notice of site visit was given and must remain posted for 30 days.
