On 07/29/2022 Licensing Program Analyst (LPA) Doris Whitmore conducted an unannounced annual inspection. LPA met with Site Supervisor, Sonya Wynee. LPA inspected the inside and outside of the facility. School hours are 7:30 a.m. -5:30p.m. Monday through Friday.

A total of 20 children and 4 teachers were present during the inspection. LPA observed children playing on the playground Child development Center utilizes 2 classrooms on the Alta Vista Elementary School Campus. LPA observed children in 2 separate classrooms. Classroom #28 LPA observed 10 children (ages 4 years old) and 2 teachers. Classroom #29 LPA observed 9 children (ages 4-5 years old) and 2 teachers.

Furniture and equipment were inspected for age appropriateness and good repair in each classroom. Telephone service, heating, lighting and ventilation were evaluated. LPA observed individual cubbies for children's belongings in each classroom. Before children enter the classroom there is a place to hang up their backpacks. The facility uses as an isolation area when children are sick. Age-appropriate sinks and toilets were inspected for availability and good repair. LPA observed restrooms in each classroom. Toilet paper, paper towels were observed inside the restroom.. LPA observed fire extinguishers in each classroom, smoke detectors, currently there is No Carbon Monoxide, First Aid Kit was fully stocked. The Site Supervisor uses Msign to sign the children in and out on an ipad.

LPA observed mats with sheets for napping in each classroom Children take naps from 12:30-2:15 p.m.

The center does not provide meals children bring a snack and lunch from home. Cafeteria currently is not used. Children bring their own water bottles from home. Around the school is a water fill up station. LPA reviewed a total of 10 children files. Staff files will be reviewed later at the District Office.

There were no bodies of water observed in the playground area. The outdoor playground was inspected and was observed to be free of hazards, loose and sharp parts. LPA did observe enough shade. The playground was observed to be properly gated all around. Equipment was inspected for safety, cushioning material, good repair and age appropriateness. LPA observed a gated patio for children to eat their lunch.

The following forms were observed to be posted. The facility license, Parent's Rights Poster (PUD 393), Personal Rights (LIC 613A), Emergency Disaster Plan (LIC 610), Child passenger restraint system poster.

The following was discussed with the licensee:
The Site Supervisor was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. The licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. Licensing must have the facility’s phone number at all times; if the phone number is changed, licensing must be notified. Regulation prohibits the smoking of tobacco on the premises.

The Site Supervisor was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on childcare licensing, and provide many other helpful resources to the licensees and the public. The Site Supervisor was advised that the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. If a serious violation is cited, a copy of the licensing report (LIC809 or LIC9099) must also be posted for 30 days. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed. Copies of the reports must also be provided to each parent when a serious deficiency, Type A, is cited (LIC9224).

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The the above facility will receive a Type B citation under section 1596.954 for Carbon Monoxide
