On February 22, 2023 at 9:03 AM, Licensing Program Analyst (LPA) Andrew Alemoh met with the Director, Ruby Trejo, for the purpose of an unannounced Required 1-Year inspection of the infant center. The center's hours of operation are Monday thru Friday 6:30 AM to 6:30 PM. The infant/toddler component consist of 2 classrooms. LPA, observed 4 infants with 1 teacher and 6 toddlers with 2 teachers. This is a combination center which includes a pre-school component with toddler option (197413766) and school age component (197413768).
During this inspection LPA toured the facility, observed equipment/supplies, and reviewed a sample of children and staff files. Incidental Medical Services (IMS) were discussed. The center currently has no children in the infant program requiring IMS. Current Pediatric CPR and First Aid was observed (expires on 12/28/24).

Furniture and equipment were inspected for age appropriateness and good repair. All rooms are clean and safe. Telephone service was verified. Heating, lighting, and ventilation are adequate. The Infant and toddler room was observed to be clean and safe. There are cubbies with children pictures and names for children's belongings and storage under cribs for extra clothing. LPA observed the changing table within arms reach of the sink, a trash can with a fitted lid for waste. Cleaning supplies are kept in a high cabinet and out of reach. LPA observed 8 cribs and a sufficient quantity of cots available for napping children. There were age appropriate toys and materials in each room. The bedding is stored properly and separately under the crib storage area. Bedding is washed nightly on site. Allergy list is posted in each classroom. Bottles and containers are labeled with children's names. Infant Sleep Log is stored in a file located in the toddler room. There is a white board in the toddler room to daily log diaper changes, and baby bottle logs. Fire extinguisher, smoke detector and carbon monoxide detector were observed to be operable condition. Activity log is maintained electronically through an application call Sproutabout.

Outdoor play equipment was inspected for health, safety, cushioning material, good repair and age appropriateness. There are 3 separate play areas for the other 2 licensee's. Infants, and toddlers play in the middle section of the 3 play areas. There is a black iron fence, as well as small green iron fence barricading and separating the three play yards. Infants are taken outside to the play area by teachers. LPA observed a solid rubber surface area with a play structure and age appropriate toys. Play area was inspected for hazards and inaccessibility to bodies of water (none on premises).

Children are inspected for illnesses as they arrive each day. A review of medication policy indicated that prescription medication is administered and only with parent's written permission. The director or assistant director administers medication and documents the dosage, date and time onto a log. Medication is brought and taken home by the parent daily or retained in a lock box properly labeled and stored in its original container in the directors office. There is a separate area for isolation and care of ill children in the director's office. There is a separate cot with fresh linens available for each ill child.

Mandated Reporter expires 02/21/24. All classrooms have an emergency/medical kit available.

There is a clean, fully equipped kitchen with 2 refrigerators, freezers, microwave, and sink. The facility provides breakfast, lunch and afternoon snacks. Weekly menus are posted on the parent board in the front lobby and in the kitchen. There is a place for allergy lists to be posted in each classroom. LPA observed an appropriate amount of food and snacks. The chemicals are kept separate from the food, underneath sink cabinet. Teacher/child ratios were observed. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Fire/earthquake drills are current. Last drill conducted on 01/2023. Personal rights of children were discussed. The Director was reminded to access the Licensing website at ccld.ca.gov to obtain information about the most recent regulatory changes and the Quarterly Updates.

The licensee was advised that the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. If a serious violation is cited, a copy of the licensing report (LIC809 or LIC9099) must also be posted for 30 days. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed. Copies of the reports must also be provided to each parent when a serious deficiency, Type A, is cited (LIC9224).
