On March 18, 2025, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting an Annual Random inspection. LPA met with facility representative who granted access. LPA and representative toured the facility inside and outside. LPA observed nine (9) infants and toddler in active play and three staff. The facility operates from 6:30 am to 6:30 pm. Monday-Friday. All employees have a Criminal Record Clearance and are associated with the facility.
Physical Plant: There are two clean and safe classroom(s), the telephone service, heating, ventilation, and lighting are adequate. There are cubbies for children's belongings that are labeled with the children’s names in each classroom. The furniture, books, equipment, toys, and materials were age appropriate. Drinking water is available inside the classrooms in the form of water pitchers and labeled cups. In the infant room there were eight cribs observed, three highchairs, one changing table, with a sink nearby functioning properly and the bottles were labeled inside of the refrigerator. There was daily cleaning schedule posted on the wall. First Aid Kits were observed in each classroom in a red backpack. There is an Emergency Survival Kit kept inside the same red backpack it was observed sealed. Trash cans have secure lids. The menus and lesson plan were not displayed inside or outside any of the classrooms. Per representative, they are normally posted outside the classroom on the wall, but the walls were painted, and they were not put back up and are shared on the Sprout About App to parents. LPA observed throw carpets in each classroom.

Representative stated the carpets are vacuumed daily and shampooed every three months. There are surveillance cameras inside each classroom, per representative, they are functioning properly. In the toddler room the napping equipment are cots and there was enough for all children. The bedding is stored separately and per representative, the bedding is washed weekly. There were two changing tables with sink nearby functioning properly. Diaper and wipe supply was adequate for both classrooms and labeled for each child.
Bathrooms: The staff restrooms are in the hallway outside of the classroom.
Kitchen: There is a fully equipped kitchen with one refrigerator, one freezer, two convection oven, on regular oven, and three sinks. The kitchen was clean and there were no hazards observed. The facility provides morning snack, lunch, and afternoon snacks. There was a confidential allergy list posted on the wall. LPA observed an appropriate amount of food and snacks. LPA observed 1%, nonfat milk and whole milk per representative, the whole milk is for infants/toddlers transitioning and staff member items were in their own separate staff area.
Outside: There was one play ground divided by chain linked fencing the outer fence was wrought iron and was locked and secured the entire playground. The play equipment was inspected for health, safety, cushioning material, good repair and is age appropriate. LPA observed a large climbing play structure with one slide securely anchored in the ground with a canopy for shade and a rubber mat as a cushioned surface. Little Tyke cars, plastic table and bench set, one water tables that was empty, grass and concrete for active play. The playgrounds were observed to be free of debris. Drinking water is available in the form of a portable water pitcher and labeled cups. Per representative, there are no bodies of water on the premises. LPA did not observe any large bodies of water.

Other: Children and staff files were reviewed. One staff did not have mandated reporter training in file during inspection. One child was missing physician report during inspection. Current Pediatric CPR and First Aid (expires 11/2025). Per representative, transportation is provided for the school aged children. Disaster Drills: Fire Drill was conducted: 3/10/25 Earthquake drill was conducted: 2/27/25. Lockdown drill was conducted: 3/5/25. The Child/Parent Roster was not complete with all required information. There was one child missing from the roster, thirteen (13) children with missing physician information, and two children without address information. Per representative, the roster was not current due lack of information on child’s file forms. Per representative, the fire extinguisher, smoke detector and carbon monoxide detector are operable. The last State Fire Marshall inspection was conducted 3/14/2025. The Staff/Child ratios were observed to be compliant; the sign in/out sheets were digital/electronic, and inside the classrooms on paper and were legible. Per representative, the children are inspected for illnesses as they arrive. There is a separate area for isolation and care of ill children inside the site supervisor's office until the parent can pick up the child. Per representative, the medications are stored in the front office, locked. A review of medication policy indicated that prescription medication is administered only with parent's written permission. The management staff administers medication and documents the dosage, date, and time onto a log. Medication that is in the facility is stored daily in the office, locked. Medication is properly labeled and stored in its original container.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe sleep; as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. State law prohibits baby walkers, bassinettes, bouncy seats, exersaucers, or any other items that fall into that category.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
