25 | On 10/11/2023 Licensing Program Analyst (LPA) Doris Whitmore conducted an unannounced inspection. LPA met with Licensee, Milena Castaneda Bice. Upon arrival, LPA observed 13 children being supervised by licensee and teachers in the back yard, patio and classroom located in the converted garage (permitted) . All adults were fingerprinted and associated to the facility. Licensee gave LPA a tour of the home inside and outside. Hours of operation are from Monday - Friday 8:30am to 4:30pm. On the Board Licensee had all required posted documents:Facility License, Notification of Parent’s Rights, (PUB)394. Earthquake Preparedness (LIC9148) & Emergency Disaster Plan (LIC610A).
This is a one-story home, two bedrooms, with a loft and two bathrooms, home with kitchen/dining, living room and a detached garage. Master bedroom and loft are off limits to children in care. Second bedroom has been converted into an office space/common area. The bathroom is in the hallway and converted garage. There is no pool, spa or other bodies of water on the premises. Licensee, spouse, and 3 children are residing in the home. The home has a fireplace that is barricaded and located in the living room (napping area). The main care area is in the back yard and converted garage per licensee. Licensee does have an 18-year-old who was not at home at the time of the inspection. LPA Whitmore did share with the Licensee about son live scan and to be associated to the facility.
LPA Whitmore observed age-appropriate toys, learning materials, games, and activities for children in care. All furniture was found in good repair, clean, and without hazards. The kitchen is accessible to children in care. LPA observed safety latches and covers on knobs of stove during inspection. The facility was inspected inside and outside for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents/cleaning compounds in locked pantry cabinet, and hazardous items that can pose a danger to children. (Sharp knives in kitchen were removed off kitchen counter into the top of a cabinet during inspection.Inspection of the outdoor play area was conducted. LPA observed a large backyard area for children. LPA observed a large sandbox, large apparatus and 2 flower beds.Per licensee, there are no weapons or firearms of any kind in the facility currently. LPA Whitmore did not observe any weapons.Licensee does have a dog that is in the bedroom. Pg1 |
