On March 9, 2021 at 11am Licensing Program Analyst (LPA) Veronica Wheatley conducted an announced Case Management inspection. LPA met with director Judy Penrose for the purpose of increase in capacity. The facility is currently licensed for 60 capacity in four rooms. The licensee is requesting 15 additional children to be allowed in a room that was being used for parent and children. The department received an approved fire clearance.

Upon arrival LPA observed signs posted regarding Covid-19 at the entrance. The staff use an electronic health assessment that is submitted prior to drop off. LPA was guided on a tour of the facility and observed 11 children outside playing. The children were supervised properly. LPA inspected the rooms in regards to the Los Angeles County Public Health Guidelines for Covid-19. LPA observed adequate lighting and ventilation. LPA observed cubbies for the children's belongings, age appropriate toys and equipment in good repair. LPA observed napping cots and linen which is kept separate. The toys are kept separate. The children are severed their own separate lunches. LPA observed cleaning supplies and disinfectant kept out of the reach of children. LPA did not observe signs at the sinks. LPA observed plant soil that will be removed. LPA observed a storage room for equipment that will be kept locked. LPA observed a fire extinguisher, carbon monoxide and smoke detectors. Drinking water is provided for children to freely drink. Lunch and snacks are provided by parents.

LPA inspected the parent/child room for the requested increase in capacity. This classroom has a separate door that leads to an elementary school classroom. This door will remain locked at all times. There is one restroom inside of the classroom with one toilet and one sink for 15 children.The children will wash their hands with soap and water after arrival and throughout the day.

LPA measured the parent/child room which measured 542 square feet =15 capacity
LPA measured the outdoor area which includes the swings, wood chips, tunnel, structure and EC yard. The outdoor area measured 5121 square feet for 68 capacity. The EC yard for the increase measured 18 capacity (children)

Based on today's observation and measurements an increase in capacity will be approved after the following corrections are completed and submitted to the department:

1. Post hand washing signs in the all restrooms and at all the sinks in classrooms.
2. Post "do not enter" sign on the door inside the classroom that leads to the elementary class.
3. Install door knob cover on the door to the elementary room.
4. Remove electrical heater in the children's restroom in Rose Room.
5. Remove the potting soil.
6. Waiver for Outdoor Play Space.

An exit interview was conducted. A copy of this report will be provided to the director by email via read receipt.
