25 | On 03/07/2025, Licensing Program Analyst (LPA) Justeene Tamayo met with Administrator Melanie Culver and School Readiness Coordinator Joe Vega-Smith, who granted access to the facility. The purpose of the inspection was to conduct a unannounced case management inspection for a UIR received at Palmdale RO on 02/28/25. Upon arrival, there were 109 preschool age children in care, along with 24 Teachers.
Description of Incident: On 02/26/25, at approximately 7:45 AM, there was an altercation in the parking lot between parent #1 and parents #2-3. Parent #2 was entering the parking lot at a slow speed for safety and parent #1 began to honk and yell. Parents #2-3 then started to record the altercation, and parent #1 continued to yell and hit parents #2-3 phone out of their hands. Due to the altercation, parent #1 was cited for making physical contact with parents #2-3 by the Sheriffs Department. A copy of the citation has been provided to LPA Tamayo.
During this follow up inspection, LPA Tamayo interviewed the Administrator and School Readiness Coordinator to obtain additional information. Based on the information obtained, it was revealed parent #1 has been banned on the premises for 7 days due to not following the Palmdale School District Board Policy (BP1313), and will be able to return on Tuesday 03/11/25. Per administrator, Policy 1313: Civility ensures students, parents, community members and staff are treated with respect and endure a civil environment. A letter of the exclusion ban has been provided to parent #1. LPA Tamayo obtained a copy of the letter. Per Administrator, to ensure the health and safety of the preschool children, Administrator and School Readiness Coordinator have conducted a meeting with the parents to ensure all parents follow the civility guidelines. Administrator and School Readiness Coordinator have also been on site every morning at 7:30AM to ensure the parking lot runs smoothly.
The facility took appropriate measures and followed Palmdale School District policy. No deficiencies have been cited at this time.
An exit interview was conducted, and a copy of this report was provided to Administrator Melanie Culver, along with a copy of Notice of Site Visit. |
