On 05/08/24, Licensing Program Analyst (LPA) Jeanine Lipsey conducted an unannounced follow up inspection for the purpose of delivering findings on the above allegation. LPA toured the facility with Leslie Buckner and observed eighteen children and 2 staff members.

Pertaining to the allegation that “Staff yell at children”: Per the reporting party, a staff member yelled at a male child and told him to shut up and sit down.

Throughout the course of the investigation, LPA Lipsey made observations, collected the roster, and conducted interviews with eight parents, seven children and four staff members.

All staff members deny yelling at, or hearing any other staff, yell at the children. Staff #1 stated, and LPA observed, Staff #2 speaks loudly and stern but not mean or demeaning in nature. Staff # 2‘s voice may be perceived as yelling. LPA did not observe or hear any staff yelling at children.

Seven parents interviewed stated that their children never said anyone yelled at them and told them to shut up and sit down.

LPA interviewed seven children; they all denied that staff yelled at them and told them to shut up and sit down.

Based upon observations and evidence obtained during this investigation, the allegation that “Staff yell at children” has been determined unsubstantiated. A finding that a complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation occurred.

Notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with Director Leslie Buckner.
