On August 1, 2024, at 08:45 A.M., Licensing Program Analyst (LPA) Brittanee Cleveland conducted unannounced annual inspection to the above childcare center. LPA met with Director, Leslie Buckner, who guided LPA on a tour of the inside and outside of the home. LPA Cleveland provided Director with a copy of LIC 125 – Entrance Checklist to help facilitate inspection. This center has 2 rooms. LPA observed 13 children and 7 staff at the time of inspection. The facility operates Monday-Friday 6:00 A.M. to 6:30 P.M.

All areas identified on the Facility Sketch were inspected. Upon arrival, the following staff were present during inspection: Director: Leslie Buckner, Teachers: Lawanna Smith, Tonia Outland, Kristina Galvin, Sharice Stephens, and Front Desk Assistant: Akosua Brown. The facility was observed to be in the licensing capacity and limitations. The following were observed during the tour of the facility:

Furniture and equipment were inspected for age appropriateness and good repair. Telephone services, heating, lighting, and ventilation were evaluated. Children have their own cubby with name labeled on them for their belongings. Linens are taken home at the end of each week to be washed. Napping equipment (mats) are sanitized daily after every use and stored away. Age-appropriate sinks and toilets were inspected for availability and good repair in all restrooms. General sanitation was observed. Availability of indoor drinking water was observed in the hallways for facility. Per Director, she has been providing bottled water for the facility since 2020.

Per Director, if a child is to be sick while in care, they are to be isolated in the room next to the main office.

Disinfectants, cleaning solutions, medication, and other items that are dangerous to children, were inaccessible to children. These items are locked in the closet. Carbon monoxide detectors were observed and are operable.

All kitchen/food preparations areas and food storage areas are kept clean and free of litter, rubbish, rodents, and any other vermin. This center is enrolled in the CACCP food program. All storage of containers for solid waste are in good repair. Trash cans used to discard food are located outside with lids and waste bags, which shall be discarded immediately after each meal.

Outdoor playground equipment is in safe condition, free of sharp, loose, or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of any hazards. LPA advised director to have someone make sure that there is no water sitting on the play equipment to avoid falling or injury to the children in care. Availability to outdoor drinking water was observed. Per Director, she has been providing bottled water for the facility since 2020. LPA advised that no children shall be left without the supervision of a teacher at any time.

All observed to be clean and safe. All materials accessible to children were observed to be toxic free. There are no firearms stored at the childcare center. There are no pools or bodies of water at the facility.

There is at least one person trained in CPR and Pediatric First Aid present during the time of the inspection.

Children’s records were reviewed. The name, address, and telephone of child’s authorized representative are on file. Inspection of required forms was made and documented on the LIC 857.

LPA also reviewed staff records. The review of staff records was documented on LIC 859. Staff present did have proof of the AB Mandated Reporter training certificate, immunization records, and training for on the job training sanitation principles housekeeping, including universal health precautions.

Children’s roster was reviewed and is current. Sign-in/Sign-out sheets were reviewed. Children who are present were signed in. Disaster drill log was available, last drill was on July 9, 2024.

Menus are posted one month in advance, where it is visible by children’s authorized representatives. The facility provides PM snacks for children in care.

First aid supplies were observed in the hallways, above the cubbies. Per director, there are no children who need to be given medications while at school. --- Page 2

LPA advised the director to access forms, regulations, and quarterly updates, refer to CCLD website.

There are no deficiencies cited during today’s inspection.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A notice of site visit was given and must remain posted for 30 days.
