On 04/18/2024 at 9:15 AM an Announced - Case Management Licensee Initiated inspection was conducted by Licensing Program Analyst (LPA) Katrina Chicote for the purpose of a Location Change of Room K-3 to Room K-2. Fire Clearance was granted on 04/02/2024 for requested capacity of 24 in K-2. Facility is currently licensed for a total capacity of 48. Licensing staff met with Facility Representatives (FR): Christian Panes, Principal, and Obioma Uche, Early Education Director and Yanet Zepeda School Administrative Assistant (SAA). The program currently operates a Full Day Program from 8:00 AM to 2:30 PM Monday thru Friday. LPA was provided guided toured of the facility both indoors and outdoors. Census was taken. Required postings including waivers for shared Restroom and Outdoor Play Yard were observed in classroom at time of inspection. LPA discussed requirement of Restroom waiver being no longer needed due to classroom change.

Beginning at 9:30 AM, furniture and equipment were inspected for age appropriateness and good repair in K-2. LPA observed child size tables and chairs, learning centers for dramatic play, math manipulatives, blocks, and a variety of other toys that are age appropriate and well maintained in classroom. LPA observed a quiet play area available for children at time of inspection. Telephone service, heating, lighting and ventilation were evaluated. LPA observed linoleum floors through out with rugs that have all been well maintained and free of hazards at time of inspection. There were cubbies observed as storage for children's belongings in each classroom. Availability of drinking water was reviewed. LPA observed water fountain available in classroom for drinking water. Facility has completed required Lead Testing and is clear. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. K-2 shares a bathroom with K-1, classroom next door that is part of licensed program. LPA observed two sinks and two toilets available that are operable at time of inspection with an additional third sink available in each classroom.

Snack/lunch menus were reviewed. Per FR, facility serves AM Snack and full lunch and food is delivered from school cafeteria.

Beginning at 10:00 AM, outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. LPA observed age appropriate play structure with cushioning material below to absorb fall all well maintained and free of hazards. LPA observed K-2 children with 2 staff using outdoor play yard upon arrival to facility. Facility shares Outdoor Play Yard with Elementary School and waiver was observed. Required shade and fencing were inspected. LPA advised staff, that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. LPA observed that children have access to drinking fountains for outside play. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed at time of inspection.

A first aid kit is kept in in a high cabinet in each classroom and was inventoried for necessary supplies. LPA observed smoke detectors and fire extinguishers are present in the facility. Facility obtained a carbon monoxide detector during inspection and placed one in each classroom. LPA discussed requirement with FRs. Per FR, disaster drill was conducted on 03/15/2024 and drill log was available. Per Staff, they do not have any cleaning compounds that are poisonous and only use a water and soap mixture for cleaning. Per Staff, no children in K-2 currently require medications.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. All children present have been signed in with legal signatures. Personal Rights of children were observed by LPA at time of inspection.

Based on LPAs observations during today's visit the use of K-2 will be granted.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today, 04/18/2024.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days.
