Personal Rights: Staff did not change daycare child's diaper in a timely manner.

On 01/13/2022, Licensing Program Analyst (LPA) Adrian Risher, conducted a complaint visit to deliver findings regarding the above-mentioned allegation. Upon arrival, LPA met with Mary Ann Miller, Licensee. LPA explained the purpose of the inspection. LPA observed 3 children in care.

On 10/26/2021, ESRO received a complaint regarding the staff not changing the child #1's diaper in a timely manner.

On 11/02/2021, LPA Risher conducted the intial 10 day visit and interviewed the Licensee. LPA observed the changing table and supplies used for diaper changing in the daycare. Licensee provided contact information for her assistant and a copy of the roster. Licensee stated diapers are changed often and checked often. Licensee notifies parents when additional diapers are needed and has purchased additional diapers if needed.

LPA conducted additional interviews with staff and parents. Staff stated that parents provide diapers to the daycare. Staff stated that diapers are changed as often as needed. Licensee would purchase additional diapers if needed.
Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the above alleged violations did or did not occur, therefore the allegations are found to be unsubstantiated. The allegation of Personal Rights is not valid. Licensee provided additional diapers to the children in care. Licensee is checking diapers often and changing them when needed.

Exit interview was conducted and a copy of the report was provided. Appeal rights were reviewed and provided.
