On 4/21/26, Licensing Program Analyst (LPA) Angela Luz met with Licensee Kolani Williams, to conduct an unannounced Required - 3 Year inspection. Also present at the time of inspection was 7 preschool aged children and 3 fingerprint cleared and associated staff. The home was toured to conduct a Health and Safety Inspection. Entrance checklist for Family Child Care Home was provided and licensee was reminded of documents to be posted in a prominent, publicly accessible area of the facility. Days and hours of operation are 24 hours a day, 7 days a week. The facility is doing business as Kid in Me Family Child Care.

Licensee toured the on limit areas of the facility with LPA. The home is a single story single family home. It is neat and free of debris with heating and ventilation for safety and comfort.
The ON LIMIT AREAS are the in-ground pool, backyard, sun room, dining room, living room, kitchen, bedroom, and bathroom in hallway. The pool is used on occasion with one on one supervision. Licensee stated they are a trained lifeguard and supervises each child swim. The kitchen is occasionally used as a walkway from the backyard to indoors. Children in care primarily use the sun room to go inside and outside.

The OFF LIMIT AREAS are the garage, primary bedroom, primary bathroom, office, and side yard.
The garage has a locked door to prevent access from children in care. The doors to the primary bedroom, primary bathroom, office, and side yard remains closed.

The ISOLATION AREA changes based on the needs of the group. A child who is sick will be isolated away from other children in a space that is not being utilized by the group. For example, if children are eating in the sunroom and in the backyard, the sick child will be in the living room or bedroom.

FACILITY EVALUATION REPORT California law requires a public report of each licensing visit/inspection. This report is a record for the facility and the licensing agency. This report is available for public review; therefore, care is taken not to disclose personal or confidential information. Inquiries concerning the location, maintenance, and contents of these reports may be directed to the Licensing Program Analyst or Regional Office whose address and telephone number are listed on the front of this form.

DEFICIENCIES A deficiency is an instance of noncompliance with licensing requirements, including applicable statutes, regulations, interim licensing standards, operating standards, and written directives. Applicants/ licensees must be notified in writing of all licensing deficiencies. Deficiencies are listed on the left side of this form, and the applicable licensing requirement upon which the deficiency is identified. There are two types of deficiencies:
  • Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.
  • Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

PLANS OF CORRECTION (POCs) The licensing agency is required to establish a reasonable length of time to correct a deficiency. In order to set the time, the licensing agency must take into consideration the seriousness of the violation, the number of persons in care involved, and the availability of equipment and personnel necessary to correct the violation. Applicants/licensees are requested to provide a specific plan for each violation on the right side of the form across from each deficiency. The more specific the plan, the less chance exists for any misunderstanding in setting time limits and reviewing corrections. The applicant/licensee who encounters problems beyond their control in completing the corrections within the specified time frame may request and may be granted an extension of the correction due date by the licensing agency.

CORRECTION NOTIFICATION The applicant/licensee is responsible for completing all corrections and promptly notifying the licensing agency of corrections. Applicants/licensees are advised to keep a dated copy of any correspondence sent to the licensing agency concerning corrections, or if corrections are telephoned to the licensing agency, the date, person contacted, and information given.

CIVIL PENALTIES The licensing agency is required by law to issue a Penalty Notice, when applicable, to all facilities holding a license issued by the licensing agency, or subject to licensure, except Certified Family Homes, Resource Families, and Foster Family Homes, or any governmental entity.

PENALTY NOTICE GIVEN The statement concerning civil penalties serves as a penalty notice on this Licensing Report and failure to correct cited licensing deficiencies will result in civil penalties. Applicants/ licensees are required to pay civil penalties when administrative appeals have been exhausted and in accordance with any payment arrangements made with the licensing agency.

APPEAL RIGHTS The applicant/licensee has a right without prejudice to discuss any disagreement in this report with the licensing agency concerning the proper application of licensing requirements. The applicant/ licensee may request a formal review by the licensing agency to amend or dismiss the notice of deficiency and/ or civil penalty. Requests for review shall be made in writing within 15 business days of receipt of a deficiency notification or civil penalty assessment. Licensing deficiencies may be appealed pursuant to the procedures in the LIC 9058 Applicant/Licensee Rights.

AGENCY REVIEW The licensing agency review of an appeal may be conducted based upon information provided in writing by the applicant/licensee. The applicant/licensee may request an office meeting to provide additional information. The applicant/licensee will be notified in writing of the results of the agency review within 60 business days of the date when all necessary information has been provided to the licensing agency.

EMAIL REQUIREMENT Adult Community Care Facilities, Residential Care Facilities for the Chronically Ill, and Residential Care Facilities for the Elderly are required to provide and maintain an active email address of record with the licensing agency.

LPA inspected the drowning prevention safety requirements for the in-ground pool. LPA observed a life ring with exterior diameter of 20 inches and labeled as approved by the United States Coast Guard that is visible from the swimming pool and readily available for immediate use. Licensee needs to obtain a rescue pole with a body hook and minimum fixed length of 12 feet. LPA reminded that the body hook needs to be visible from the swimming pool and readily available for immediate use. Licensee needs to perform a daily inspection of their drowning prevention safety features and safety equipment before opening the facility and maintain a log of the inspections available for review. LPA informed Licensee they need to obtain a pool alarm or pool cover. Licensee stated they will obtain a pool alarm that meets the American Society for Testing and Materials (ASTM) International Standard F2208.

The mesh fence around the pool isolates the pool from access to the home, is a minimum of 60 inches (5 feet), has a maximum vertical clearance of 2 inches from the ground to the bottom of the fence, does not have any gaps larger than 4 inches, and does not have any physical characteristics that could serve as footholds. LPA tested the access gate and noted it swings away from the pool, is self-closing from all angles, is self-latching, and has a key lockable device that is no lower than 60 inches from the ground.

LPA noted a play structure in the backyard. There are foam mats in fall zones around the structure. The outdoor play area is free from defects or dangerous conditions and is fully fenced. There have been no changes from the areas previously identified as off limits or alterations to existing buildings or grounds.

All hazardous materials and toxins are kept out of the reach of children. Licensee understands that any materials that are labeled “Keep out of reach of children” or have similar messaging should be kept out of reach from children in care.

Licensee states that there are no firearms in the home. The home has a fully charged 2A10BC fire extinguisher that was purchased in 2020, working smoke detector, working carbon monoxide detector, and working telephone. LPA reminded that fire extinguishers should be serviced or newly purchased once a year.

There are ample age-appropriate toys that appear to be safe and in good condition. LPA observed talking with the child and redirection as forms of discipline. Licensee provides food for children in care. Licensee understands that children's personal rights should not be violated, including but not limited to, no corporal punishment, interference with eating, intimidation, or other actions of a punitive nature. Licensee understands that children are treated with dignity, receive safe, healthful, and comfortable accommodations. LPA reminded that Licensee is required to be present for 80% of operating hours per day. Licensee understands how to report Unusual Incidents/Injuries.

Licensee Pediatric CPR/First Aid is current and expires 4/19/27. Licensee Mandated Reporter Training for Child Care Providers is expired. Licensee was reminded that Mandated Reporter Training (AB1207) and CPR/First aid certifications needs to be renewed every two years. A copy of the licensee’s immunization is on file. The Licensee conducts and documents fire and disaster drills every month, last drill was on 4/3/26. A current copy of the facility roster was viewed. LPA noted Affidavit Regarding Liability Insurance (LIC 282) were in children’s files.

LPA reviewed 5 children files and 4 staff files during today's inspection. 5 of 5 children's files were missing a signed Notification of Parent's Rights (LIC 995A). All children's files contained their immunization record. LPA reminded Licensee that the immunization record needs to be updated on PM 286. Staff 3 had expired mandated reporter training. Staff 4 was missing proof of immunization against measles and pertussis. LPA noted 2 staff have current Pediatric CPR/First Aid certification. LPA reminded that Pediatric CPR/First Aid should be issued by the American Red Cross, American Heart Association, or approved by Emergency Medical Services Authority (EMSA).

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
