On 06/05/2024 at 9:00 AM an Unannounced Annual Required was conducted by Licensing Program Analysts (LPAs) Katrina Chicote and Peter Bishop. LPAs announced purpose of visit and initially met with Facility Representative (FR), Yadira Godlock, Assistant Director, who allowed entry to facility. Facility is currently licensed for a capacity of 58 and per FR they have 54 enrolled. The program currently operates Monday thru Friday from 6:00 AM to 6:00 PM, per FR they do adjust schedule based on needs of parents but understand license limitations of not providing care for a child longer than 23 hours. LPAs were taken on a guided tour of the facility of both indoors and outdoors. Required postings were observed upon entry to facility and posted inside classrooms. LIC 125 was provided at time of inspection.

The facility is made up of five classrooms: Main Activity Room, PreK-3T, PreK-3, PreK-2, and PreK-2 Nap Room. At the initial start of the site visit, LPAs observed four students with one staff for Pre-K3T using Main Activity Room, seven students with two staff in PreK-2, 10 students with one staff in PreK-3, 11 students with two staff in PreK-4. Additional children arrived after tour, per FR total census for the day was 37 children with eight staff.

Beginning at 9:10 AM, furniture and equipment were inspected for age appropriateness and good repair in each classroom. LPAs observed surface of classrooms to be safe and clean, and child size tables and chairs available for children well maintained. LPAs observed learning stations for dramatic play, math, and science with toys well maintained free of loose and sharp parts and a library area available for quiet play. Telephone service, heating, lighting and ventilation were evaluated. There were cubbies observed as storage for children's belongings. Cots were inspected. Per FR, sheets are provided by the facility and washed weekly and parents provided blankets that are taken home weekly for washing. Availability of drinking water was reviewed. Per FR, facility uses water coolers which is used to refill children's water bottles. LPAs observed water coolers available for children and children's personal water bottles inside classroom. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety

and sanitation. LPAs observed two bathrooms for the facility each with three toilets and three sinks, total available for program is six toilets and six sinks.

LPAs observed a first aid kit is kept in Office and was inventoried for necessary supplies, per FR staff have additional first aid kits kept in fanny packs. LPAs did not test or observe a carbon monoxide detectors at the facility. Per Licensee, carbon monoxide detectors is part of smoke alarm system. Disaster drill log was available and last drill conducted was on 02/07/2024. Sick/isolation area is in Office, FR discussed sick/isolation area procedures. Hazardous items including poisonous cleaning compounds were stored inaccessible to children. LPAs observed cleaning solutions stored up high through out the facility and FR states additional cleaning solutions and any poisonous compounds are stored in warehouse that is off site.

Snack/lunch menus were reviewed and observed posted. Food and snacks were reviewed for availability, quantity and appropriateness to children in care. Food preparation areas were toured for safety, cleanliness and proper equipment. Facility provides breakfast, lunch, and snack.

Beginning at 9:40 AM, outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. Required shade and fencing were inspected. LPAs observed two outdoor play areas one for 3-4 Year Olds and 2 Year Olds. LPAs observed age appropriate outdoor play equipment available that are well maintained free of loose and sharp parts at time of inspection. LPAs observed a large multi-level play structure with slides and climbing equipment with cushioning material below to absorb fall and bicycles and wooden play house available in 3-4 Year Old Play Yard. LPAs observed outdoor plastic play equipment and plastic ride along toys available in 2 Year Old yard that is well maintained free of loose and sharp parts. Per FR, children eat outside and LPAs observed child size tables and benches available for eating and trash cans with tight fitting lids available. Per FR, when weather does not permit outside eating children eat inside their classrooms. LPAs advised that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. The children have access to their water bottles during outside play. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. Facility uses electronic app Brightwheel for sign in/out which LPAs observed and discussed with FR. Personal Rights of children were observed by LPA.

Beginning at 11:20 AM, staff and children’s records were reviewed for completeness. Inspection of required forms was made and documented on the LIC 857 for children and the LIC 859 for staff. Criminal Record Clearances were reviewed for adults, all adults present are cleared and associated to facility at time of inspection. CPR card expires on 03/08/2025 for Staff #1. Staff present did have current proof of the AB1207 Mandated Reporter Training certificate on file at time of inspection.

The following were discussed:
LPA advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation, this includes any changes as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Please complete the survey and share your inspection experience. Facility Representative was reminded that all adults 18 and over in the facility, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed facility. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES:
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

LPA referred Facility Representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Incidental Medical Services (IMS) - Child Care Centers
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. MyChildCarePlan.org – Centers and Family Child Care Homes Licensee [or facility representative] was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited only advisories discussed today 06/05/2024.

A notice of site visit was given and must remain posted for 30 days.



Exit interview was conducted and report was reviewed with the Facility Representative, Yadira Godlock.
