NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	Licensing Program Analyst (LPA) Lilia Hernandez conducted an unannounced case management inspection at the facility on 09/27/2024. LPA arrived at the facility at 8:49AM and was greeted by Mariela Cortez, Lead Teacher. Michelle Moore, Licensee, was not present. Lead Teacher contacted Licensee via telephone to announce LPA's arrival. Licensee requested to speak to LPA via telephone. Licensee informed LPA that Licensee would arrive shortly. Lead Teacher guided LPA on a tour of the facility. There were 19 children in care and 3 staff member present upon arrival. The purpose for this inspection is to provide the Licensee with a copy of an Decision and Order served to licensee on, September 25, 2024 by the California Department of Social Services (CDSS) Legal Department.(Legal case # 6324085101) It is noted in the Decision and Order that effective October 7, 2024, Kinder Kids Christian Preschool's license to operate a child day care center located at 5353 W. Pico Boulevard, Los Angeles, California, is revoked. It is noted in the Decision and Order that effective October 7, 2024, an Exclusion against Licensees, Artea Kirkland and Michelle Moore, and staff, Kimberly Jamerson was issued for the remainder of all three Respondent's life. On 05/17/2024, a copy of the Accusation Summary indicating the Department's intent to revoke the license and to pursue exclusions actions was provided. During the inspection conducted on 05/17/2024, Licensee stated that copies of the accusation were received in the mail and copies of the accusation were provided to the parents/guardians of the children enrolled in care. ---Page 1 of 2

LPA reviewed child files to verify the LIC9224 Acknowledgement of Receipt of Licensing Reports were completed and signed by the child's parent/guardian. LPA observed completed and signed LIC9224 in the children's files reviewed indicating accusation was provided.

During today's inspection, LPA reviewed files of children enrolled after 05/17/2024 to ensure that parents/guardians were notified of the accusation. LPAs observed completed and signed LIC9224 in the children's files reviewed indicating accusation was provided.

On 05/17/2024, Licensee was advised that all parents/guardians of all currently enrolled children shall be provided with information regarding the accusation until the accusation is either dismissed or resolved through the administrative hearing or stipulated agreement. Therefore, the Licensee shall inform parents/guardians of all children enrolled regarding the Decision and Order by the next business day or immediately upon return.

At approximately, 11:05AM, Lead Teacher contacted the Licensee via telephone to tell Licensee that LPA was requesting a signature for the report that was being provided for the inspection. Licensee disclosed to Lead Teacher that Licensee was not able to be present. Licensee instructed Lead Teacher to sign with their initials and the following statement, "I do not fully understand or agree."

Lead Teacher's signature on this report acknowledges receipt of report, copy of the Decision and Order, and appeal rights.

Notice of Site Visit has been posted (LIC9213). The notice shall be posted for 30 consecutive days. Failure to maintain posting as required will result in a $100.00 civil penalty.
