On 3/10/2025, Licensing Program Analysts (LPA) Carol Heath conducted an unannounced Required annual inspection at the Miller Family Child Care Home. Upon arrival, the LPA met with the licensee, Kathryn Miller, who guided the LPA on a tour of the facility. 2 adults (the licensee and licensee's husband) and no children. Per Guardian, all adults in this facility obtain a criminal record clearance.
This is a large family childcare facility. The hours of operation are Monday through Friday, 6:00 a.m. to 6:00 p.m. During the inspection, LPA observed 4 childcare children (6 yrs, 2 2 yrs and a 3 yrs) with Licensee and her assistant (her husband) . Per the Licensing Information System, annual facility fees were current. Incidental Medical Services (IMS) were discussed. Per the licensee, she does not have children who need IMS at this time.
The home is set up as follows: This is a two-story, 3-bedroom, 3-bathroom home with kitchen/dining, family room, living room, laundry room and garage. There is a pool/spa or body of water on the premises. The following areas are used for daycare:
Daycare is provided in the family and living rooms. Children use the bathroom in the hallway on the left, past the living room. Children can access the living, family, and dining rooms. Off-limit areas include all bedrooms, bathrooms #2 and #3 (upstairs), laundry room, and garage. A barricade is present on the bottom and top staircase; the licensee is reminded that barricades (s) must remain in place during daycare hours if children under 5 years old are in care.

Family Room / Living room: In the designated playroom, there are adequate age-appropriate toys, books, games, and napping mats/hygienic diaper-changing equipment. LPA observed age-appropriate toys and furniture for the children. There are games and books on the premises of this facility. There are many items in the family room area.
Children's bathroom: Children will use the bathroom down the hall to the left. The bathroom was the tour. The bathroom was clean, sanitized, and in good repair. The toilet was inspected, and the sink/toilet is in operable condition.
Kitchen/Dining Room: The kitchen was inspected to ensure dangerous items were inaccessible to children (Safety latches). LPA observed dog and cat medications in the kitchen without safety latch. Sharp knives are kept in a butcher block in the gated kitchen.
Backyard (off-limit): The backyard was inspected; the children will use the outdoor backyard for outside play at this time. The backyard is completely fenced. LPA observed two other areas that are fully barricaded by safety gates. LPA reminded the licensee the barbecue pit and long heaters must be covered or barricaded before the children can access the backyard. LPA observed two dogs fully barricaded by a chain link fence on the right-hand side. LPA observed age-appropriate toys. Per the licensee, there are 6 pets on the premises.
Other:
Bodies of water: LPA observed an in-ground pool in the backyard. The Chain link fences are constructed at least five (5) feet high. The bottom of the fence is no more than 2/4 inches from the soft ground /concrete. The fence does not obscure the pool from view. LPA observed the gates swing away from the pool, self-close, and have a self-latching device no more than six (6) inches from the top of the gate.

In addition, the following safety equipment were observed and visible from the swimming pool and readily accessible for immediate use: LPA observed A life ring with a minimum exterior diameter of 17 inches, approved by the United States Coast Guard—a rescue pole equipped with a body hook, with a minimum fixed length of 12 feet. LPA also observed the pool safety log. The licensee inspects drowning prevention safety features and equipment daily before opening. In addition, the licensee showed LPA observe the pool alarm was purchased and will deliver 3/10/205. The licensee understands and agrees that the swimming pool fencing will remain in place whenever licensed care is provided, so long as the fence makes the swimming pool inaccessible to children, as determined by licensing staff. No items around the perimeter of the fence would allow the fence to be climbable. The licensee will start checking the pool safety and email the log to the LPA by next Monday.
An AC/Heating unit is located on the right side of the home and is inaccessible to children, with barrels blocking access. All unused electrical outlets are plugged and inaccessible to children. The licensee provides breakfast, lunch, and snacks. A required fire extinguisher (2A10BC) was observed in the kitchen. It is reading in the green zone, inaccessible to children, and meets standards established by the State Fire Marshal. The fireplace in the living room is screened and inaccessible to children. All window blind cords are secured and inaccessible to children. If a child shows signs of illness, they will be separated from other children and stay in Family room. Detergents and cleaning compounds are stored in the laundry room cabinet, off children’s reach with safety latch. The medications are kept in an off-limits bedroom. Children will nap under adult supervision in designated areas like the living room. LPA observed 12 cots stored in the closet. The licensee does not provide overnight care. The household has 2 foster dogs, 4 small dogs and 2 cats. The licensee will email the pets vaccinations. The home has a working cell phone. All smoke detectors and carbon monoxide devices were tested and found to be operable.

A fully stocked first aid kit is inaccessible to children. The licensee does Not provide transportation for the children. They possess a valid California driver's license, vehicle insurance, and vehicle registration. Per the licensee, there are no firearms at the facility. LPA did not observe any firearms.
LPA reviewed the following Documentation:
· Child files: LPA observed 4 children's files, and the records were in order with the required forms.
· CPR/First Aid: LPA observed that the licensee has current Pediatric CPR and First Aid Training with an expiration date of 10/2026 ·
Fire Drill and Disaster Drill: Today is the first day the facility is reopened. The last fire drill was conducted 9/2024. Per the licensee, fire and disaster drills are conducted every 6 months; the licensee will practice with the childcare children and email to LPA.
· Immunization: The licensee and her assistant have the required immunizations (MMR and DTaP). The licensee and her assistant provided a written statement declining the influenza vaccination.
· Infant Sleeping Plan (LIC 9227) and Sleeping Log: No infant enrolls at this time. LPA reminded the Licensee the requirement.
· The licensee posts all required information.
· Mandated Reporter Training: The licensee has completed and renewed the online mandated reporter training at www.mandatedreporterca.com on 11/3/23 (need to be renewal in 2 years).
· Staff Personnel File: LPA observed 1 staff information. The assistant will need to complete his CPR/First Aid training.

The following information was discussed with the licensee:
o A baby walker shall not be allowed on the premises of a family child care home in accordance with Health and Safety Code sections 1596.848(b) and (c). State law prohibits baby walkers, bouncy seats, exersaucer, and other items that fall into that category.
o The licensee was advised of the requirement to report unusual incidents and/or injuries to the parent/guardian and Licensing within the time frame specified by the regulation and on the form LIC624B
o Licensee was advised to visit the CCL website (www.ccld.ca.gov) to obtain updates on courses and updates/changes to the regulations. The licensee was made aware that it is their responsibility to know the regulations and that of anyone who assists in providing care. The licensee was advised that the inaccessibility of hazards must be constantly reassessed depending on the children in care. Licensing must always have the facility's phone number; if the phone number is changed, licensing must be notified.
o Requirements for fire drills, earthquake drills, and documentation for both.
o The Duty Worker is available for questions Monday through Friday at (661) 202-3318 from 8:00 a.m. - 5:00 p.m.
o The licensee is reminded that 100% supervision is always required for children.
o The licensee was informed of the responsibility to report suspected Child Abuse by calling the Child Abuse Hotline at 1-800-540-4000. Also, contact the CCL office and follow up with a written Unusual Incident/Injury Report (LIC 624B).
o The regulation prohibits tobacco smoking in private residences licensed as family childcare homes and in areas where children are present (24/7 ban).

ü LPA discussed the safe sleep regulations with the licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed the licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
ü Licensee [or facility representative] was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home.
