On 8/11/2026 at 11:45 AM Licensing Program Analyst (LPA) Claudia Kam conducted an Unannounced Complaint Inspection for the purpose of delivering findings for the above allegation. LPA announced purpose of inspection and was allowed entry to facility by Facility Representative, Principle Saraid Luna, who guided analysts on a tour of the facility. There were 0 children present upon arrival as the school is closed for the school year.

During the investigation LPAs obtained a copy of the facility roster and conducted interviews with staff. Information gathered confirms that children are being woken up contrary to regulation for children’s personal rights. Per Staff 2 they tap the children on the back to wake up the children if a child is not waking up. Staff 4 stated that they will walk around and ask the children to get up and if they still do not wake up, they will wake the others and come back to the children who did not wake up.

Classroom schedule posted reflects that the nap/rest time is from 11:40 am-12:20 pm and 12:20pm-12:35pm is wake up the students. Based on interviews and schedule it is confirmed that staff are waking the children.

Based on the LPAs observations and interviews conducted, and record review which were consistent in their facts establishing that the alleged event had occurred and that the facility did not take the actions needed to prevent it. The preponderance of evidence standard has been met; therefore, the above allegations is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division and Chapter #, are being cited on the attached LIC 9099D.

A notice of site visit was given and must remain posted for 30 days.

Facility representative will update the class schedule and review personal rights with teachers and aides for the school year 2026-2027. Facility representative will submit an updated schedule, training agenda and sign in sheet by 9/11/2026 to Licensing.

Based on interview and record review, the licensee did not ensure that children were allowed to sleep as class schedule has a wake up time and staff interviews confirmed that children are woken up when nap is done. This poses a potential Health and, Personal Rights risk to persons in care.
