On 10/24/2025, LPA Risher conducted the initial complaint visit. LPA Risher received a copy of the roster.

Licensee stated she buys items to send back to home country Africa. Licensee stated she stores the items in her home but she plans to get a storage unit moving forward. Parents stated the home is clean and free of clutter. Children stated the home is cleaned often.

Licensee stated the cleaning supplies are stored in a cabinet in the laundry room. There is a lock on the cabinet where the cleaning supplies are stored. LPA observed the cleaning supplies stored away and inaccessible to the children. Children stated the cleaning supplies are stored in the bathroom and they do not have access to them.

Licensee stated she does not have any children enrolled that use the high chairs. The youngest child enrolled is 3 years old. Parents stated the children use the high chairs when they are eating. Children stated the children sit in the high chairs to eat.

Licensee stated she has a maid that comes to clean the house everyday. Parents stated the home is clean. LPA observed the licensee cleaning the home during the inspection. LPA observed the home to be clean and orderly. Children stated the licensee cleans the home after the children go home.

Based on interviews and observations, there is insufficient evidence regarding the allegations of Personal Rights. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the above alleged violations did or did not occur, therefore the allegations are found to be unsubstantiated. The home is free of clutter and cleaned regularly. Cleaning supplies are made inaccessible to the children in care. The high chairs are used when the children are eating. The facility is not using high chairs at this time due to the ages of the children enrolled. The licensee has a maid that comes to clean the home daily. LPA observed the licensee cleaning the home before the children arrived from school.

Exit interview was conducted and a copy of the report was provided. Appeal rights were reviewed and provided.
