Licensing Program Analyst (LPA) Lilia Hernandez conducted a continuation visit for the purpose of completing the Required - 3 Year inspection on 07/22/2024. LPA arrived at the facility at 8:50AM, identified self and met with Esther Miranda, Assistant Director, who guided analyst on a tour of the facility. Also present was Jennie Lopez - Jimenez, Center Director. LPA provided Assistant Director with a copy of the LIC 125 Entrance Checklist to help facilitate the inspection. This is a preschool program which consists of 8 classrooms. Facility operation hours are Monday to Friday from 7:30AM to 5:30 PM.

All areas identified on the Facility Sketch were inspected.

There were 90 children and 15 staff present when LPA arrived. The facility was observed to be within the license capacity and limitations.

Assistant Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The following was observed during the tour of the facility:
Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic-free. LPA observed cubbies located in each classroom for children to store their belongings. For rest time, the facility provides children with cots and linen. Per Assistant Director, linens are washed weekly. LPA observed napping equipment to store be in each classroom. ---Page 1 of 3

Age-appropriate sinks and toilets were inspected for availability and good repair in the restrooms. Each classroom also has an additional sink for handwashing. General sanitation was observed. Per Assistant Director, each classroom is provided a pitcher with potable filtered water for children. Filtered water comes from a filtration system in the galley that is serviced every 6 months. Pitchers are filled with water daily and refilled throughout the day.

All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids or solid waste bags shall be discarded immediately after each meal.

Menus are posted one month in advance where it is visible by the child's authorized representative. Menus for the past 30 days are available upon request. The facility provides a midmorning and a midafternoon snack. Lunch is delivered daily by an outsourced vendor. For children who bring their own meals from home, parents send lunches that can be kept cold with ice packs.

LPA observed a first aid kit is kept in each classroom and inventoried for necessary supplies. LPA tested the carbon monoxide detector in the hallway near Classroom U-4 and observed to be in operable condition. Per Assistant Director, smoke alarms are built into the buildings fire system that was serviced by local fire marshal April 9, 2024. LPA observed fire extinguishers present in the facility that were serviced on April 9, 2024. Disaster drill log was available and last drill conducted on 04/01/2024. Per Assitant Director, isolation area for sick children is in the lobby near office. Hazardous items including poisonous cleaning compounds were stored inaccessible to children. LPA observed cleaning solutions stored in high cabinets and high shelves in classrooms. Per Assistant Director, there are no firearms stored on the premises.

Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, slides, and similar equipment are cushioned with material that absorbs a fall. LPA observed rubber padding under high climbing equipment. There is adequate shade in the play yard. LPA observed shade structures throughout the play yard. LPA advised that no children shall be left without the supervision of a teacher at any time. LPA did not observe any pools or bodies of water at the facility.

Children's roster was reviewed and is current. Sign-In and Sign-Out sheets were reviewed. LPA observed all children present signed in. Children’s Records were reviewed. Inspection of required forms was made and documented on the LIC 857.

LPA also reviewed staff records. The review of staff records was documented on the LIC 859. There is at least one person trained in CPR and Pediatric First Aid present during this inspection with a current certification.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation. Changes should be reported to the Department as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

Assistant Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

There were no deficiencies cited during today’s inspection.

A Notice of Site Visit was provided. The Notice of Site Visit must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
