32 | During the investigation, LPAs obtained children's roster, children's sign in/ sign out sheet , children's files were reviewed, obtained copies of parent handbook, interviewed staff, interviewed parents and obtained supporting documentation.
When asked what is backup care, Staff 1 (S1) stated that Bright Horizons has contracts with other companies, such as chase, and apple, that families can use back up care. Per S1 Back-Up Care can be for a day or if families are coming into town. S1 stated that as long as the facility has space available. LPAs obtained copies of what Back-Up Care is which states it’s a service designed to care for children or adults/elders when they need temporary care giving. When asked if the facility has ever denied access to parents, S1 stated they go based on capacity. Per S1, if a child becomes ill and does not attend the facility then space becomes available, thus the space goes to Back-Up Care. When asked if one Back-Up Care takes precedent over the other, S1 stated "no, it is just first come first serve. We inform parents to wait for the call from Back-Up Care since it is a third party system." Per S1, "we do not confirm directly with any families/parents, it is through Back-Up Care, where they call and confirm, if there is any space available for the day."
When asked if the facility has ever denied parents access to drop in care, S1 stated Drop in Care is not guaranteed. LPA Morales obtained copy of a page out of the parent handbook that gives a brief description of Drop in care. The parent handbook states if your employer does not participate in Bright Horizons Back-Up Care, Bright Horizons Early education and Preschool Centers may be able to provide emergency or drop in child care. To pre-register families must fill out registration form at the bright horizon Early Education and Preschool Centers where care will be used. When care is needed, call the center to reserve space. It states that reservations for emergency or drop in care are filled on a space available, first come, first served basis.
Pertaining to the allegation, "Facility failed to keep child safe."
Per the Reporting Party (RP), "facility was unable to keep their child safe because she was hit daily by another child on the playground and failed to keep RP safe from another parent.
