Licensing Program Analyst (LPA) Silva Garibyan and Licensing Program Manager (LPM) Betty Emiko Bell conducted an unannounced Required 3 year inspection. LPA and LPM met with Jenny Chavez, Director who guided analyst on a tour of the facility. This is a preschool program serving up to 48 children. The facility operates Monday – Friday from 6:30 AM – 5:30 PM The entrance to the facility is locked and parents enter using a call/buzzer system. A review of the sign in/out sheet was conducted to verify the current census of children. Facility is operating within capacity limitations. There are no bodies of water on the premises.The facility consists of a total of two classrooms, a Director's office, a staff lounge, and two children's bathrooms.

LPA and LPM observed the following classroom ratios: Room 1 ( one Teacher, one Aide, and 12 napping children); Room 2 ( one Teacher, three Aides, and 10 napping children). LPA and LPM observed teacher child ratios in compliance and staff have the required background clearances at this time.

LPA observed the following postings in each classroom: License, LIC 613A, the PUB 393, Child Care Center Notification of Parents' Rights Poster, LIC 610 Emergency Disaster Plan with the telephone number of the local health department, information on child passenger restraint systems (PUB269). Menus were observed to be in writing and posted. Furniture and equipment were inspected for age appropriateness and good repair. The classrooms were inspected to ensure that the floors have a surface that is safe and clean

LPA and LPM observed telephone service, heating, lighting and ventilation to be satisfactory. Children have adequate cubby storage for their belongings in each classroom. The parents provide sheets and blankets and laundered weekly or more often if needed. Age appropriate restrooms, sinks and toilets were inspected for good repair, water temperature, toilet paper, safety and sanitation. All available toilets and sinks are in operable condition.

The classrooms have surfaces that appear to be clean and safe and there are age appropriate toys and reading material for children to use. The facility was observed to be maintained at comfortable temperature. Drinking water is available in each room in the form of water igloos and disposable cups. An igloo and disposable cups are taken outside to the play area for drinking. There are first aid supplies in each classroom and Director's office.

Children are inspected for illnesses as they arrive. A review of medication policy indicated that no medication is administered. Parents must administer the medication themselves or send an authorized person on their behalf. No medication is stored at the facility. There is a separate area for isolation and care of ill children in the director's office. There is a cot available for each ill child. An isolated toilet and sink are available for ill children. Incidental Medical Services Plan of Operation: Staff in Room 2 trained to administer EpiPen’s Parent's consent for administration of Epipen is on file. EpiPen is properly labeled and stored in a container inaccessible to the children in care.



There is a clean, fully equipped kitchen with stove, two refrigerators, freezer and microwave oven. The facility provides breakfast, lunch and snack. Menus and allergy lists are posted in the kitchen and classrooms. An appropriate amount of food and snacks were observed. The agency purchases and delivers the food and milk weekly and meals are prepared on-site. There is hot and cold running water in the kitchen/food preparation area. Refrigerator is clean and operating at the proper temperatures. The chemicals are kept separate from the food. The kitchen and staff bathroom are inaccessible by means of a gate that leads to this area. Solid waste storage containers have tight-fitting covers and are in good repair.

There are 2 play yards. Both areas were observed to be free of debris. There are areas for shade and rest on the play yard by the classrooms. Drinking water is available. The surface of the outdoor activity space near the classrooms is maintained in a safe condition and is free of hazards. Per Site Supervisor the opening teacher inspects the sandbox daily to keep it free of hazardous foreign materials. The surface of the outdoor activity space where climbing structure/slide located, observed worn off and needs patching. There is wrought iron fence around the playgrounds.

The facility is equipped with a working smoke detectors and Carbon Monoxide detector. LPA observed four fire extinguishers (3A 40BC) located throughout the facility with service date of 12/13/2023. First Aid Kit was observed to be complete. There are first aid supplies in each classroom and in the office. Fire Drill log was observed to be complete and current. Trash cans were observed with appropriate lids.

The facility has sufficient cots for napping. Each cot is occupied by only one child at time. CPR, Pediatric First Aid and Mandated Reporter Training certificates were observed to be current. The name of the child care center director or fully qualified teacher designated to act in the director’s absence has been reported to the Department. LPA reviewed a sample of staff and children files and observed files were complete. The children's roster was available and current.

Site Supervisor was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
