Licensing Program Analyst (LPA) Lilia Hernandez conducted an unannounced case management inspection at the facility on 09/27/2024. LPA arrived at the facility at 11:52AM and was greeted by Gabriela Castro, Center Director. Michelle Moore, Licensee, was not present.

Upon arriving to the facility at 11:52AM, LPA observed Center Director not associated to the facility on the Guardian Employee Roster printed on 09/27/2024.

On 05/17/2024, Center Director was associated to the facility during an inspection.

Center Director contacted Lead Teacher at KINDER KIDS CHRISTIAN PRESCHOOL 197416529 via telephone to notify the Lead Teacher that she is not associated to the infant center. LPA was able to verify that Center Director has a criminal record clearance and is currently associated to KINDER KIDS CHRISTIAN PRESCHOOL 197416529.

Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

There were 7 infants in care and 2 staff members present upon arrival.

It is noted in the Decision and Order that effective October 7, 2024, Kinder Kids Christian Preschool's license to operate a child day care center located at 5403 W. Pico Boulevard, Los Angeles, California, is revoked.

It is noted in the Decision and Order that effective October 7, 2024, an Exclusion against Licensees, Artea Kirkland and Michelle Moore, and staff, Kimberly Jamerson was issued for the remainder of all three Respondent's life.

On 05/17/2024, a copy of the Accusation Summary indicating the Department's intent to revoke the license and to pursue exclusions actions was provided. During the inspection conducted on 05/17/2024, Licensee stated that copies of the accusation were received in the mail and copies of the accusation were provided to the parents/guardians of the children enrolled in care. LPA reviewed child files to verify the LIC9224 Acknowledgement of Receipt of Licensing Reports were completed and signed by the child's parent/guardian. LPAs observed completed and signed LIC9224 in the children's files reviewed indicating accusation was provided.

During today's inspection, LPA reviewed files of children enrolled after 05/17/2024 to ensure that parents/guardians were notified of the accusation. LPAs observed completed and signed LIC9224 in the children's files reviewed indicating accusation was provided.

On 05/17/2024, Licensee was advised that all parents/guardians of all currently enrolled children shall be provided with information regarding the accusation until the accusation is either dismissed or resolved through the administrative hearing or stipulated agreement. Therefore, the Licensee shall inform parents/guardians of all children enrolled regarding the Decision and Order by the next business day or immediately upon return.

The following deficiencies listed on the attached deficiencies page are being cited in accordance with California Code of Regulations Title 22.



A copy of this report, copy of the Decision and Order, and appeal rights were provided.

Notice of Site Visit has been posted (LIC9213). The notice shall be posted for 30 consecutive days. Failure to maintain posting as required will result in a $100.00 civil penalty.---Page 2 of 3

LPA was provided with a copies of the email to ESRO Support staff and Criminal Transfer Clearance submitted today, 09/27/2024, to support in associating Gabriela Castro. Licensee will ensure to submit a copy of the Guardian Facility Roster with Gabriela Castro associated to the facility by POC due date.
