On 06/27/2024, Licensing Program Analyst (LPA) Justeene Tamayo conducted an unannounced annual random inspection for the infant program. LPA met with Facility Administrator Tanisha Bronson.LPA disclosed the purpose of the inspection. The facility's hours are Monday through Friday, 6 am to 8 pm. Present during today’s inspection were 4 infant-age children, one teacher, and one assistant. The infant area consists of one classroom. The center also operates a preschool program (197417574) and a school age (197417439). The preschool program is separate from the infant program. Common spaces for the programs consist of the facility kitchen, staff restrooms, and staff office. Incidental Medical Services were discussed.

Per Administrator, there are no firearms or weapons on the premise. LPA did observe bodies of water on the premise. LPA observed an in-ground swimming pool enclosed by a 5 ft chain link. The fenced portion runs all the way down to the concrete on which it sits, leaving no room between the bottom of the fence and the concrete. The pool gate was tested and observed to be self-closing and self-latching. The gate has an installed mechanism containing a key to lock the gate and it is located within 6 inches from the top of the gate. The lever to open the gate is located at the top of the gate. The pool gate opens away from the body of water. All items rendering the fence climbable are moved away from the fence. The fencing is sturdy and capable of withstanding the impact of children's toys including bicycles. There are no other bodies of water on the premises.

Furniture and equipment
In the infant classroom, LPA observed cubbies where infants’ belongings could be stored. Telephone service was verified. Heating, lighting, and ventilation are adequate. Disinfectants, chemical compounds, and poisons were found to be inaccessible to infants in care. LPA observed that cleaning compounds and disinfectants are stored in a lower cabinet, locked and inaccessible to the infants in care.

A tour of the infant area was conducted. The infant indoor and outdoor activity space is physically separate from the space used by other daycare children. Infant furniture and equipment, including crib feeding chairs, are sufficient, age-appropriate, and in good repair. Infant changing tables have padded surfaces no less than one inch thick, are covered with washable vinyl or plastic, and have raised sides at least three inches high. Toys are safe, without sharp points, edges, splinters, or small parts that can be pulled off and swallowed. The facility is following staff-infant ratios (4/1). All infants, including those napping in cribs, are always under visual observation. Individual sleeping plans were reviewed for some infants. Sign in/Sign out sheets have the full legal signature and a record of the time of day. Every 15 minute check logs also observed.

LPA observed age-appropriate toys and materials. The changing table is located within arm’s reach of the sink. Sufficient napping equipment was observed (cots and cribs). The trash bin was observed covered. Staff use a separate bathroom at the front entrance; the staff bathroom is also the isolation bathroom for ill children. LPA observed soap, toilet paper, and paper towels readily available. The fire extinguisher, carbon monoxide detector, and smoke detector were observed to be in operable condition.

Food Service: There is a refrigerator in the classroom and cabinets for storing formula in the classroom. The facility has a fully functional kitchen area with a fridge, freezer, and stove. Per the Administrator, no infants are enrolled with allergies; however, there is space for an allergy list to be posted on the refrigerator door in the kitchen. All kitchen areas/food preparation areas, and storage areas are kept clean and free of litter, rubbish, rodents, and other vermin. Storage containers for solid waste, including moveable bins, shall have tight-fitting covers kept on and in good repair. The facility provides breakfast, lunch, and snacks daily. The weekly menu was observed. Chemicals and cleaning solutions are kept separate from the food.

The outdoor play equipment was inspected for health, safety, cushioning material, good repair, and age appropriateness. There is a play structure with a padded surface underneath to absorb falls and a shaded area with tables provided for rest. The room was observed to be free of debris. The play area was inspected for hazards and inaccessibility to bodies of water. There is a gated swimming pool on the other side of the premises and is of appropriate height for school age children. During today’s inspection,

LPA observed 4 staff files. First Aid/CPR was reviewed. Staff records reviewed contain documentation of the educational background, training, and experience and a Health Screening/TB test and immunization records to meet SB 792. LPA reviewed 4 infant files.
Teacher-child ratios were observed (4/1).
The parent board was reviewed and has all the required forms posted. Sign-in/sign-out sheets are in the front office. The facility does not transport children.
Children are inspected for illnesses as they arrive. A review of the medication policy indicated that only prescription medication is administered and only with the parent's written permission. The director is designated for administering medications if needed. Ill children are kept up front in the director's office. Firearms and ammunition are not on the premises. Fire drills are conducted every month and documented: Last Fire/Disaster Drill was completed on 06/14/2024. The rooms are safe and clean. The facility complies with the conditions and limitations specified on the license.

Advisory/Other: First Aid kit was observed with supplies readily available. Administrator was unable to provide current proof CPR/First Aid. Facility has been cited a Type B citation due to no proof of current CPR/First Aid. Please see LIC809-D for deficiency page. Mandated Reporter expires 04/11/2025. There are no window cords accessible to children.

Criminal Record Statement: Child Care Centers
Facility Administrator was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Safe Sleep
LPA discussed the safe sleep regulations with Administator and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Administrator of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Exit interview was conducted, and the report was reviewed with the Facility Administrator Tanisha Bronson, along with a copy of her appeal rights and Notice of Site Visit.
