NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 03/05/2024 Licensing Program Analyst (LPA) Laticia Thompson and Licensing Program Manager (LPM) Deborah Lowe met with Jillian Marsh. The purpose of the visit was an announce case management – licensee-initiated inspection at the facility to ensure that health, safety and personal rights as requires by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 91 children and 16 staff present during this inspection. This is an application to increase the capacity of preschool children ages 2 to 5 years. Applicant has amended capacity request to 121 children. The child care center will operate Monday – Friday 8:00AM-4:00PM. The fire clearance was approved on 10/5/2023. LPA Thompson and LPM Lowe inspected the on-limits areas and measured the Hillside play yard. The facility is located on the church grounds and has a total of 10 classrooms. Classrooms 1-6 is located on the lower level of the church grounds. Classrooms C202-C205 are located on the upper level of the church grounds, with a separate entrance and exit. Classroom C205 will be used as activity space only and not calculated into capacity totals. There is a separate private program associated with the church on the second floor of the upper level preschool classrooms. This program is separate and does not have access to the preschool. Classroom measurements are: Indoor measurements obtained on 02/13/2024 contain a total of 5,627.74 square feet. Per removal of classroom C205 from the capacity, the indoor measurements contain a total of 5,002.68 which will accommodate Applicant’s request for 121 children. Outdoor Play measurements are: Based on todays visit the outdoor activity space measurements contain a total of 9178.68 square feet will accommodate Applicant’s request for 121 children.

Indoor/Children’s Area:

The following was observed:

Children will have access to 9 sinks and 9 toilets.

LPA did not observe an operable carbon monoxide detector

Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts.

Tables and chairs were observed to meet the needs of the children. There are cots for napping.

All play equipment and materials used by children were observed to be age-appropriate.

There are cubies in all classrooms for storage of children clothing and personal belongings.

The classrooms were clean in good repair.

Windows were in good repair free of chipping paint, dirt, insects or debris.

The required postings are posted.

LPA observed fire extinguishers with an inspection date of 7/26/2023.

LPA observed trash cans having tight fitting lids.

LPA did not observe any bodies of water on the premises.

Outdoor

The entire outdoor activity grounds are enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. The surface of the outdoor activity space under the slide is not cushioned to absorb falls and not maintained in a safe condition free of hazards. Facility has made slide area inaccessible and off limits. LPA and LPM observed signs posted and caution tape on slides. LPA observed shaded rest areas for children.

The following items were discussed:

The director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Director will provide proof of carbon monoxide detectors in the lower and upper areas of the facility.

An exit interview was conducted with plan of corrected items discussed. LPA provided the director with appeal rights, Notice of site visit (LIC 9213) and a copy of this report. Final license determination will be made upon review by the Licensing Program Manager and corrections.
