Licensing Program Analyst (LPA), Keyona Scott, conducted an unannounced inspection to the child care center for the purpose of delivering findings for complaint investigation regarding complaint control number: 30-CC-20250207120824. LPA met with Administrative Assistant (A1) at 9:27 AM. LPA conducted observation and census of the preschool classroom and observed proper teacher to child ratios. LPA observed twelve (12) children in care with three (3) staff conducting circle time at 9:33 AM. One (1) child is transitioning from infant program to preschool program and was brought into preschool classroom at approximately 9:50 AM. Director, Barbara Okonkwo, arrived at facility at approximately 10:05 AM. All Adults present, working or volunteering at facility have a criminal record clearance or exemption.

During today's inspection, LPA conducted interview and facility observation.
During the course of the investigation, LPA conducted interviews, facility observation and reviewed information regarding the following allegations: (1) staff handle day care children in an inappropriate manner (2) staff speak to day care children in an inappropriate manner (3) staff yell at day care children. The Child Care Center uses a color coded classroom chart management and thinking time according to child's age for discipline. If child's behavior continues child is sent to the office for additional thinking time and parents are notified of child's behavior daily. No disclosures were made of staff speaking to children in an inappropriate manner or children being yelled at while in care. No disclosures were made of observed concerns during drop off and pick up by parents.

Based on the information obtained, the weight of the evidence does not reflect the the allegations, (1) staff handle day care children in an inappropriate manner; (2) staff speak to day care children in an inappropriate manner; (3) staff yell at day care children, actually occurred; therefore, the allegations of PERSONAL RIGHTS, staff handle day care children in an inappropriate manner, PERSON RIGHTS, staff speak to day care children in an inappropriate manner, and PERSONAL RIGHTS, staff yell at day care children, are UNSUBSTANTIATED, meaning although the allegations may have happened or are valid, the preponderance of the evidence standard has not been met.

No deficiencies were cited during today's investigation on 04/29/2025.

A notice of site visit was given and must remain posted for 30 days.
