Licensing Program Analyst (LPA) Doris Whitmore arrived at the Playa Vista Elementary School to conduct an unannounced inspection for Playa Vista Star After School Program. LPA met with Daren Hiltuneni, Administrator Director, who guided analyst on a tour and inspection of the facility. All required documents were posted on the board entrance to the Multipurpose Room.

The facility serves children from 41/2 year-old to 11(Transitional-Kindergarten and Elementary School Age). According to the site director, the facility’s hours of operation are from 2:30 PM- 6:00 PM, Monday, Wednesday-Friday and 1:30 PM-6:00 PM on Tuesday. Children have a snack everyday the snack is provided by the school and kept in the school cafeteria. LPA checked restrooms that were cleaned.

Children enrolled in the after school program and signed in by STAR Personnel, parent then sign children out. Currently there are 105 children enrolled in the program. LPA observed 90 children and and 7 staff during this inspection. LPA verified that all adults present in the facility have obtained criminal record clearances and are associated to the facility.

The afterschool program is conducted in the Multi-purpose Room. Children also have access to one play yards. A walk through of the room space was conducted, the space was found to be clean and free from any potential hazards. Furniture was found to be in good repair and age appropriate. There is adequate heating, lighting and ventilation. Drinking water is readily available. Isolation area for sick students is located in the Faculty Lounge. LPA observed adequate arrangements for isolation and care of ill children. LPA checked the Fire Extinguisher which is a 2- A10 B:C, fully stocked first aid kit, working carbon monoxide. The smoke dectector was not tested to high in the ceiling. LPA was able to review documentation of the fire drills. The last fire drill was conducted August 23, 2023. LPA reviewed a total of 9 staff files. All staff files were current with Immunizations, First Aid/ CPR, ,and Mandated Reporter. LPA checked a total of 10 children files. Consent for Emergency Medical Treatment and Emergency Contacts. Some Forms were in the child's core folder located in the office. There were no weapons , or bodies or water. LPA Whitmore shared with the Administrative Director the CARE Tool and Entrance Checklist. Currently there were no children on medication. Administrative Director Daren was able to explain the procedure for medication and where the medication is kept. LPA Whitmore was able to review the allergy list on a clip board.

Daren Hiltunen was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA asked questions regarding Lead Testing, the Administrator Director Daren Hiltunen was able to provide LPA Whitmore a copy of letter that was submitted to Department of Social Services. The letter was dated 07/21/2023. Playa Vista Star in the letter is requesting a waiver for the Lead Testing of Water in Licensed Care Centers. LPA will discuss with Manger.
LPA discussed the safe sleep regulations with Administrative Director Daren Hiltunen and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. Administrative Director Daren Hiltunen was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
A notice of site visit was given and must remain posted for 30 days. There were no deficiencies at the time of inspection. Exit interview conducted and report was reviewed with the Administrator Director Daren Hiltunen.
