13 | Licensing Program Analysts (LPAs) T. Tran and A. Carter arrived at the above licensed facility to deliver final finding for the above complaint allegations. Upon arrival, LPAs met with Site Supervisor, Douglas Franco and toured the facility. LPAs observed proper care and supervision.
Based upon the evidence obtained during the course of the investigation through interviews, record reviews, and observation, the evidence does not support, nor disprove the above allegations of staff mishandled children in care and staff spoke to children in an inappropriate manner occurred at the facility. Staff indicated when working with challenging behavior children they use positive reinforcement to support the children’s growth such as, redirection, create a safe space, distracting children with learning materials to gain children’s attention. Therefore, the allegations have been determined unsubstantiated. Unsubstantiated – A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
A notice of site visit was given and must remain posted for 30 days.
Exit interview conducted and report was reviewed with the facility representative, Douglas Franco.
