25 | On 11/10/2022 Licensing Program Analyst (LPA), Lisa Clayton, conducted an unannounced Annual inspection and was met by Licensee Anies Abergel. LPA observed 12 children in care today being supervised and cared for appropriately by licensee’s fingerprint cleared assistant Oralia Urban. The facility operates Monday through Friday 8am – 4:30pm. Licensee provides breakfast, lunch and am/pm snacks. Capacity as specified on the license is being maintained.
LPA toured the inside and outside for a Health and Safety inspection. The single family home is a 3 bedroom, 2 ½ bathroom home with living room, dining room, kitchen, family room, fenced backyard and in-ground pool. LPA Clayton observed a converted garage in the backyard. Per Licensee, the converted is off-limits to the children and made inaccessible by locked doors and supervision. Per Licensee, the area is used for storage only. Licensee is aware that eating, sleeping and toileting are conducted in the main house.
The ON LIMIT areas are as follows: bedroom 1, bedroom 2 and bathroom 1 (1/2 bath, family room, and the fenced backyard, and gated driveway. The children nap in bedrooms 1 and 2. The fenced backyard and gated driveway have age appropriate toys and furniture.
The OFF LIMIT areas are: kitchen, living room, dining room, bedroom 3, and bathrooms 2, and bathroom 3 all of which are made inaccessible by locked doors, and supervision.
The home has a working carbon monoxide detector and a 2 working smoke detector, and a fully charged 2A:10B:C Fire Extinguisher. The City of Los Angeles Fire Department, issued a Fire Permit originally 08/14/2013 and the latest 02/01/2021. The facility has adequate heating and ventilation for safety and comfort. The home has working telephone service and LPA confirmed the phone number is (310) 779 – 2454.
The Per the licensee, there are no firearms in the home. Any detergents, cleaning compounds, medication, poisons and other hazardous items are made inaccessible to children. The pool has fence that is five feet high and is constructed so that the fence does not obscure the pool from view. The bottom and sides of the fence shall comply with Division 1, Appendix Chapter 4 of the 1994 Uniform Building Code. LPA observed that the gate swings away from the pool, self-closes and self-latches.
Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children.
Licensee’s Mandated Reporter Training expires July 2023 and Licensee’s CPR/First Aid certificate expires April 2024. Her assistants Mandated Reporter training expires May 2024 and her CPR/First Aid expires April 2024. LPA Clayton advised licensee to submit both her and her assistant’s immunizations to the ESRO immediately upon receipt, as follows: (MMR, Dtap, and Flu vaccination/declination)
