On 6/25/2025, Licensing Program Analyst (LPA), Loyce Phillips conducted a visit for the purpose of delivering the findings on the above allegations and to conduct on site parent interviews. LPA met with Director, Bibiana Aguilera and toured the facility. LPA observed 18 infants in care with 6 staff members.

LPA conducted a full investigation that included interviews with parents and staff. During parent interviews, parents stated they have not witness staff yelling or speaking inappropriately towards children. The parents also stated the quality of care provided to their children is great and did not express any concerns regarding the staff or the facility.

LPA interviewed 5 staff members. The staff that were interviewed, expressed they have not witnessed or observed any facility staff yelling or making inappropriate comments towards a child in care. Therefore, the allegations of staff yelled at child and staff made inappropriate comments to child are deemed unsubstantiated. 9099-C
