On 11/3/25, Licensing Program Analyst (LPA), V. Wheatley met with Director Shanelle Muniz regarding the above allegations that were reported to the Department. LPA toured the facility and observed 9 infants in Sand Dollar and 11 infants in Angel Fish classrooms supervised properly by staff and within required ratios.

On 8/13/25, LPA V. Wheatley met with Director Shanelle and conducted an inspection regarding the allegations. LPA toured the two infant classrooms and observed children supervised properly by staff. LPA interviewed the director and eight staff members. The director denied the allegation and stated there were no outbreaks at the time. LPA received a copy of the children's roster with contact information.

Based on the LPA's inspection, observation and interviews which were conducted, the allegation is Unsubstantiated. Unsubstantiated finding means although the allegation may have happened or is valid, there is not a preponderance amount of evidence to prove that the alleged violation occurred.

Exit interview was conducted. A copy of this report was read and provided to the director. The Notice of Site Visit will be posted for 30 days.
