On 05/14/2026, at 2:15 pm Licensing Program Analyst (LPA) Dawn Dowling arrived at the facility for the purpose of delivering findings for the above allegations. LPA Dowling was greeted by Brianna Ramirez, Office Manager, who led LPA into the facilty to whom the reason for the inspection was announced. LPA toured the facility and observed 5 children and 1 staff present.

ALLEGATION- Licensee allows other youth to smoke marijuana in the home while in the presence of daycare children.

According to the Reporting Party (RP), Licensee’s 15-Year-old granddaughter smokes Marijuana in the home around the day-care children. Per RP, a day-care child witnessed the Licensee’s granddaughter smoking a wax pen and told RP about the incident.

According to children interviewed during the investigation, they have been in granddaughter room, playing video games, watching movies, talking or eating chips and have not witnessed granddaughter smoking or talking about smoking of tobacco, marijuana or any other substances.

Child 3 made disclosure that a former staff would take breaks and go to her car and vape but did not see granddaughter or anyone else smoke inside the home.

According to staff interviewed, no disclosures were made. Per Staff, they never smelt smoke of any kind tobacco or marijuana in the home. Staff indicated that no one smokes in the home.

Parent interviewed did not indicate any concerns related to the above-mentioned allegations and were pleased with the services and care provided to their children.

Based on the investigation conducted, there is insufficient evidence to support the above-mentioned allegation to be true. Therefore, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is Unsubstantiated.

ALLEGATION- Licensee does not ensure facility is kept in clean sanitary conditions at all times.

Pertaining to the allegation that- the licensee does not ensure facility is kept in clean sanitary conditions at all times.

According to the Reporting Party (RP), the licensee or other staff do not mop or sanitize correctly. Per RP, staff uses pine sol to clean and wipe down areas but it is not enough.

Staff interviewed stated that the home is cleaned regularly and as needed. Staff clean up after each meal and snacks, bedding is washed daily, staff that close for the evening ensure that all childcare areas have been cleaned and disinfected before that person leaves for the evening and deep cleaning is done every Sunday in the home.

During LPA’s visits to the home on 01/26/2026, LPA observed all rooms in the home, LPA observed staff cleaning primary childcare area at that time. On 02/04/2026 LPA observed staff mopping floors and cleaning. On 04/14/200206, LPA observed home to be clean and orderly. LPA made several unannounced visits and observed the home to be clean, orderly and free of any unpleasant odors. LPA did not observe the home to be dirty or with clutter.

During the course of the investigation LPA conducted interviews with the Reporting Party, Staff, and made observations. LPA is unable to corroborate the allegation of Licensee does not ensure facility is kept in clean sanitary conditions at all times. Therefore, the allegation is determined Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.
