On 7/24/2026 at 8:40 AM Licensing Program Analyst (LPA) Christina Nunez arrived at facility for an annual inspection. LPA Nunez met with Aminta Calderon (licensee). There were 5 children (including 1 infant) and 1 other staff present when LPA entered home. Also present were licensee's spouse and three minor children (all over 10 years of age). LPA toured the facility with licensee. This is a large capacity family child care home. Facility operating hours are Monday to Friday from 7:00AM to 6:00PM.

Licensee's home is a 5 bedroom, 2 bathroom single family home. Licensee owns the home and does have liability insurance. Per Licensee, areas that are accessible to children include: Living room, bathroom #2, playroom #1 and #2, backyard playground. Per Licensee, areas off limits to children include: bedroom #1-3, bathroom #1, kitchen, backyard garden (located behind outdoor playground and made inaccessible by fence). Kitchen is made inaccessible by safety gate. The bathroom that children use is located off the hallway near the play room and was observed to be clean and free of hazards. The children spend most of their day in the play rooms where they play/have activities and nap. The children nap on mats in the play rooms. Licensee provides linens and ensures that they are washed at the end of the week. There is also one crib and one play yard in play room #2. Both play rooms have a safety gate at the entrance/exit. Children eat at a dining table in the living room. Licensee provides filtered water for each child. Licensee provides all daily meals for children as well. Children have outdoor play in the back yard where there is shade and seating as well as age appropriate toys and a climbing structure with flooring to help absorb impact of falls. There are no bodies of water on premises. At the end of the playground is a grassy garden area with fruit trees. Licensee states this area is off limits to children and made inaccessible by chain link fence.

There were no fixtures, furniture, and equipment that have been banned or recalled by the United States

FACILITY EVALUATION REPORT California law requires a public report of each licensing visit/inspection. This report is a record for the facility and the licensing agency. This report is available for public review; therefore, care is taken not to disclose personal or confidential information. Inquiries concerning the location, maintenance, and contents of these reports may be directed to the Licensing Program Analyst or Regional Office whose address and telephone number are listed on the front of this form.

DEFICIENCIES A deficiency is an instance of noncompliance with licensing requirements, including applicable statutes, regulations, interim licensing standards, operating standards, and written directives. Applicants/ licensees must be notified in writing of all licensing deficiencies. Deficiencies are listed on the left side of this form, and the applicable licensing requirement upon which the deficiency is identified. There are two types of deficiencies:
  • Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.
  • Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

PLANS OF CORRECTION (POCs) The licensing agency is required to establish a reasonable length of time to correct a deficiency. In order to set the time, the licensing agency must take into consideration the seriousness of the violation, the number of persons in care involved, and the availability of equipment and personnel necessary to correct the violation. Applicants/licensees are requested to provide a specific plan for each violation on the right side of the form across from each deficiency. The more specific the plan, the less chance exists for any misunderstanding in setting time limits and reviewing corrections. The applicant/licensee who encounters problems beyond their control in completing the corrections within the specified time frame may request and may be granted an extension of the correction due date by the licensing agency.

CORRECTION NOTIFICATION The applicant/licensee is responsible for completing all corrections and promptly notifying the licensing agency of corrections. Applicants/licensees are advised to keep a dated copy of any correspondence sent to the licensing agency concerning corrections, or if corrections are telephoned to the licensing agency, the date, person contacted, and information given.

CIVIL PENALTIES The licensing agency is required by law to issue a Penalty Notice, when applicable, to all facilities holding a license issued by the licensing agency, or subject to licensure, except Certified Family Homes, Resource Families, and Foster Family Homes, or any governmental entity.

PENALTY NOTICE GIVEN The statement concerning civil penalties serves as a penalty notice on this Licensing Report and failure to correct cited licensing deficiencies will result in civil penalties. Applicants/ licensees are required to pay civil penalties when administrative appeals have been exhausted and in accordance with any payment arrangements made with the licensing agency.

APPEAL RIGHTS The applicant/licensee has a right without prejudice to discuss any disagreement in this report with the licensing agency concerning the proper application of licensing requirements. The applicant/ licensee may request a formal review by the licensing agency to amend or dismiss the notice of deficiency and/ or civil penalty. Requests for review shall be made in writing within 15 business days of receipt of a deficiency notification or civil penalty assessment. Licensing deficiencies may be appealed pursuant to the procedures in the LIC 9058 Applicant/Licensee Rights.

AGENCY REVIEW The licensing agency review of an appeal may be conducted based upon information provided in writing by the applicant/licensee. The applicant/licensee may request an office meeting to provide additional information. The applicant/licensee will be notified in writing of the results of the agency review within 60 business days of the date when all necessary information has been provided to the licensing agency.

EMAIL REQUIREMENT Adult Community Care Facilities, Residential Care Facilities for the Chronically Ill, and Residential Care Facilities for the Elderly are required to provide and maintain an active email address of record with the licensing agency.

Consumer Product Safety Commission. First aid kit is kept in playroom #1 and fire extinguisher is located in the kitchen area. LPA observed the home was clean and orderly, with heating and ventilation for safety and comfort. The smoke and carbon monoxide detector are in operable condition. Licensee's fire extinguisher, size 2A10BC was serviced on 8/25/2025. LPA advised that the fire extinguisher must be serviced annually or after it has been used.

LPA observed there were no defects or conditions which might endanger the children. All electrical outlets in the home were observed to have outlet covers. LPA observed there were no poisons, detergents, cleaning compounds, medicines, and other items which could pose a danger accessible to children. Per Licensee, there are no weapons or firearms of any kind in the facility currently. Licensee states there is a small dog and provided vaccination certificate. Licensee states that when a child shows signs of illness, they are separated from other children in play room #2 depending on where the other children are until parents pick them up. Children's files and staff files were reviewed and complete with the exception of one file missing LIC 9227 for infant in care, issued Technical Violation. LPA observed cameras in the front yard, living room, play room and back yard areas. Per licensee, parents do not have access to cameras, only licensee has access. Licensee states the cameras only retain 24 hours of footage.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. On 7/24/2026, the California Attorney General - Megan’s Law website was searched for information on sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the

Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Licensee was reminded of their responsibility to report suspected child abuse. Mandatory Forms for the children’s files and provider’s files were discussed. Licensee was made aware that state law prohibits baby walkers, bouncy seats, exersaucers and any other items that fall into that category. Licensee was reminded that all infants must be placed on their backs when sleeping to prevent S.I.D.S. (Sudden Infant Death Syndrome), and that the Provider is required to wash hands after every diaper change and to never shake a baby to prevent the Shaken Baby Syndrome. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was also reminded that only children eating may be in highchairs and that car seats are utilized only for transportation.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

The licensee was advised the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. If a serious violation is cited, (Type A violation), a copy of the licensing report (LIC809 or LIC9099) must also be posted for 30 days. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed. The Licensee was made aware they may file an appeal, in writing 15 business days from the date of receiving the penalty assessment.

Based on the LPA’s observations and records review, there are no citations being issued today. One Technical Violation for missing LIC 9227.
