13 | On 03/01/2023 Licensing Program Analyst (LPA) Lisa Clayton arrived at the CCC to conduct the complaint investigation on the above-mentioned allegations, received by the El Segundo Child Care Regional Office (ESCCRO). Upon arrival LPA met with teacher Esma Itzate, and teacher Bettye Staten. LPA Clayton toured the facility for a Health and Safety inspection and observed 16 children being supervised and cared for by 1 teacher. Later, Administrator Candice Addison arrived.
LPA conducted the initial inspection on 02/22/2023. A secondary inspection was conducted today, 03/01/2023 and LPA Clayton obtained Staff Personnel Files. At this point in investigation LPA has interviewed the Director, obtained pertinent documents and documented observations.
On 02/22/2023, LPA was greeted by the Pre-K Teacher and the infant teacher. LPA was guided on a tour of the facility, during the tour LPA observed the Child - teacher ratio to be out of compliance. LPA Clayton also observed and noted the temperature in the facility to be well below the regulatory guidelines. Licensee/Director join the visit 30 minutes later. Licensee stated that she had left her Office Manager as acting Director in her absence. LPA Clayton reminded licensee of the Child Care Center Director qualifications, requirements and responsibilities.
On 03/01/2023, LPA Clayton arrived at the CCC, and was greeted by Pre-K Teacher. LPA Clayton observed the Staff-infant ratio to be out of regulatory compliance, and the temperature in the facility to be below the guidelines stated in the Title 22 Regulations. LPA Clayton observed the children having a breakfast of cold cereal and milk only.
