On 8/20/2025, Licensing Program Analyst (LPA) Brittany Lovest and Ranita Richmond arrived at the facility for the purpose of conducting a complaint investigation. Upon arrival LPAs met with Lead Teacher, Esma Itzale and observed 7 in care with lead teacher, Esma Itzale.

At 9:14 am LPA Lovest and Richmond observed C1 sitting in chair with buckled strap attached around child’s lap restricting child’s movement while other children were jumping, playing and sitting unrestricted. However, it could not be determined whether the child independently sat in the chair and buckled himself in. The evidence does not show whether the restraint was applied by staff or secured by the child, as some children at this age are capable of fastening simple buckles on their own. Because there is insufficient information to determine how the child became restrained, the findings are UNSUBSTANTIATED. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.
